Introduction

PROJECT: Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) Haiti

Background: The Procurement and Supply Management project is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance to the Haitian Ministry of Health.


Fonctions

The Shipping and Tax Exemption Officer will play a role in tracking & monitoring of all shipments received in Haiti under PSM and ensure customs clearance in coordination with the brokerage companies. She/he will also process the request of TCA exemption and Duty-free waiver to the US Embassy under GHSC-PSM in with coordination with all the related government ministries.


Principal Duties and Responsibilities (Essential Functions)

1. Check suppliers and manufacturers export documentation to ensure completeness and accuracy based on in country clearance requirements
2. Monitor the shipment status for all orders and prepare ongoing reports on all commodities ordered.
3. Submit shipment duty free exemption requests to the US Embassy on behalf of the GHSC-PSM project.
4. Upon request, assist the Freight Forwarders and the Brokers to process clearance requests at the Ministry of Foreign Affairs, and the Ministry of Finance and the designated Customs offices.
5. Assist upon request in verifying conditions of all commodities received at PSM warehouse or shipping agent warehouse. Prepare incident reports if needed.
6. Inform PSM warehouse about arriving shipments/deliveries on a timely manner
7. Liaise closely with the brokers to ensure that all shipments are cleared and delivered in a timely manner.
8. Ensure that all shipments have proper and complete documentation based on Haiti customs requirements.
9. Keep the PSM leadership informed on any new regulations implemented by Haitian customs authority
10. Liaise with the shipping department at PSM home office to coordinate timely processing of shipments and assist in resolving any shipping issues.
11. Process pick up request of FCA/EXW orders from suppliers and/or the broker for shipping processing to Haiti
12. Work with both operation and commodity procurement to prepare bi-weekly submission of “Taxe sur le Chiffre d’Affaires” (TCA) exemption and duty waiver to the US Embassy
13. Work with assigned broker and government agencies to process license plate renewal for all PSM project vehicles
14. Check supplier’s quotes to ensure completeness and accuracy based on TCA exoneration Haitian law requirement
15. Collect approved exoneration from the US Embassy and process them through the Foreign Affair ministries and Ministry of Economy and Finance
16. Keep the GHSC-PSM leadership informed on any new regulations implemented by Finance Ministry authority related to TCA and duty-free waiver exoneration
17. Prepare shipping & Tax Exemption reports on a regular basis or as requested
18. Work with procurement and freight forwarding teams to expedite emergency orders and to resolve commodity returns and other fulfillment errors
19. Ensure entire Shipping & Tax Exemption files are archived as outlined in PSM Standard Operating Procedures (SOPs)
20. Manage, report, and possibly resolve post-delivery complaints and issues as per PSM policies & USAID regulation
21. Prepare and submit tracking documents, report or other relevant documentation as requested by the donor or internal superiors.
22. Perform other Procurement related tasks as assigned by supervisor.


Qualifications réquises

? Bachelor’s degree in Logistics, Management, Cargo Shipping or related field or pertinent equivalent experiences.
? At least 3 years of experience in Logistics, Shipping & Delivery, Procurement experience preferably in customs clearance in Haiti.
? Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities and work in a team with diverse cultural backgrounds.
? Self-driven with a high sense of quality, accuracy, efficiency and meeting tight deadlines.
? Experience in and knowledge of international logistics preferred.
? Fluent in French with strong English proficiencies for professional English meetings as well as managing daily English writing communication.
? Strong computer skills, including knowledge of Windows and Microsoft Office applications including Outlook, Word, Excel, and PowerPoint.


Conditions de travail

The Shipping and Tax Exemption Officer will report directly to the Senior Commodity Procurement and Lab Manager or his/her designee.
