OVERVIEW
CFET (Centre de Formation et d'Encadrement Technique) CFET S.A. is a private company specializing in human resources management and capacity development. Established in Haiti since October 1988, its mission is to improve the performance of the Haitian workforce and create the local skills necessary for a full Haitian appropriation of their own development options.
Over the past two years, CFET has implemented the Health Leadership Program (HLP), in collaboration with Management Science for Health and Growth Group to assist the Ministry of Health in implementing its Health Human Resources Strategy and improving overall public health governance. As part of the extension of this program under the name, Health Leadership/Human Resources Program (HLP/HRH), CFET is looking for a Senior Accountant
The Senior Finance Officer will be responsible for the overall accounting, finance, and administration components of the award. This includes managing any sub-agreements and financial reporting to USAID as well as inventory management and human resources matters. S/he will ensure the Project meets all USAID rules and requirements and GOH laws and policies. The Senior Finance Officer shall serve as the principal point of contact to USAID in these areas.

SPECIFIC RESPONSIBILITIES
Specific responsibilities include:
Leadership and Technical Accountability
Oversee all financial, contractual, operations and administration project for project implementation.
Ensure that financial monitoring of activities is done according to established procedures and calendars, .
Ensure compliance with USAID and CFET's policies.
Assist the COP in maintaining financial integrity of the platformand in developing sound annual budget as per program activities Prepare the annual budget
Review and sign all financial reports
Ensure the respect of delay for report submission
Advise the COP on financial matter
Conceive special tools related to intemal control
Program Ouality:
Supervise Senior Accountant and ensure that expenses per appropriate accounting standards and procedures set by CFET, USAID, and ensures compliance with Haitian laws, providing comprehensive support to ensure consistent quality across the project
Ensure Budget is efficiently implemented on schedule and based on Workplan ; responsively adapting to changes and lessons learned throughout implementation.
Contribute to the development and implementation of new rules and procedures Collaboration and Coordination:
Provide regular feed back to COP on budget expenditures trough weekly and monthly reports
Liaise with USAID and the local banks on financial issues Networking and Representation
Represent HLP-HRH in all financial meeting with USAID
Monitoring. Evaluation and Reporting
• Prepare , monthly,annual report for the HLP/HRH and submit it to CFET's Headquarter for review prior to submitting to USAID
Other Duties
• Undertakes other duties as necessary to achieve USAID and GOH requirements and expectations, including ensuring overall contract and regulatory compliance

Degree in Accounting and or finance
10 to 15 years' experience working in similar position
Donor reporting experience; preferably with USAID
Good knowledge of Haitian laws
Experience in supervising accounting staff
Required knowledge of Microsoft Office Suite, Quicksbook, and other applications related to finance and accounting
Excellent report writing, analytical and communication skills, including oral presentation skills
Good understanding of English
Good adaptability skills
Good Relationship skills

Must be an outstanding communicator and able to work as a team under crisis conditions; and have the necessary flexibility to change and the ability to manage complex situations Demonstrated ability to support all other departments within the project and coordinate training and information sessions
Ability to meet deadlines with great attention to consistency, detail and quality.
Local cultural sensitivity and understanding of the social political and economic issues surrounding health problems in Haiti.
