Job Summary:
You will help coordinate and support the execution of the Country Program (CP) HR strategy and operational plans in support of high-quality programs serving the poor and vulnerable. You will provide responsive, high-quality service to address HR programs, services and operations needs in areas of recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding/orientation, staff care, and employee administration for the projects/programs under your assigned scope.

Fonctions

Roles and Key Responsibilities:
• Provide support to the HR Manager in his/her responsibilities regarding the overall management of HR programs and services in the assigned projects or programs.
• Coordinate and support all HR processes, activities, and service delivery, to ensure they meet latest agency, donor, and local legal requirements and standards and reflect best practices.
• Assess service needs and provide quality process services and advice to support managers in their daily staff management responsibilities.
• Assist the HRM in providing excellent customer service via email, phone or in person, and answer questions from employees regarding human resources issues, policies, and procedures.
• Support professional development needs assessment and help ensure the provision of precise development programs for CRS staff and partners.
• Lead the complete recruitment process for the Projects/programs under your scope. This includes posting and managing job descriptions, researching relevant job boards, screening resumes, liaising with candidates, and arranging phone screens and interviews, corresponding with hiring managers and providing support and guidance to managers throughout the hiring process.
• Facilitating employment verification and background check screenings for applicable candidates; preparing salary offers, and managing the employment process including collecting required documentation, preparing internal CRS documentation for candidates (insurance, contracts, policies etc.)
• In collaboration with the HR team, coordinate all the activities related to staff development and training including orientation and onboarding for new employees.
• In coordination with the HR Manager, support the Off- Boarding process for all staff (in your scope) who are exiting the organization including conducting exit interviews and coordinating the process for termination of benefits with the HR Compensation and benefits officer ensuring a successful termination following local laws.
• In coordination with the HR Manager ensure that the staff under your projects/programs comply timely with all the required HR processes such as Performance reviews, Goal setting, performance planning, on-line and on-site training, etc.
• Serve as the payroll administrator back up in HCM/INSIGHT, partnering with finance on payroll for permanent staff and interns, and ensuring all record keeping is up to date and compliant; creating new systems that help to track record keeping.
• Support other HR areas as required.
• Other administrative duties as assigned.


Qualifications réquises

Basic Qualifications
• Bachelor’s degree in Human Resources Management or Business Administration required. Additional relevant experience and completion of HR certification or courses, may substitute for some education.
• Minimum of three years work experience in HR, preferably with an International or local NGO and good knowledge of HR best practices and standards.
• Experience with and knowledge of employment laws, regulations, policies, principles, concepts, and practices. Good understanding of the local labor law.

Required Languages – French and intermediate English.

Preferred Qualifications
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
• Supervisory experience would be a plus.
