Position Overview



PADF?seeks a Monitoring, Evaluation and Learning (MEL) Lead for our growing portfolio of environmental projects in Haiti. PADF currently implements a range of environmental programs focusing on reforestation, watershed management, and marine protected area management. Based in Haiti, the MEL Lead will work closely with the project directors and donor representatives to ensure timely and regular data reporting for projects funded by the U.S. government, the government of Haiti, and other bilateral and multi-lateral donor agencies. The MEL Lead will be responsible for the monitoring of activity progress and findings to improve implementation performance. He/she will also have a major focus on collecting quality data on all applicable performance indicators of the activity, assuring that responsible staff of key components work collaboratively to generate the required data and deliver planned results or deliverables on schedule.


Fonctions

• Lead planning of and/or conduct research, assessment, analytic, monitoring, and reporting activities.
• Design or adapt data collection, security, and management, M&E tools and workflow, data quality assessment, database and protocols, and measurement frameworks.
• Collaborate with key personnel to align MEL strategies with annual workplans.
• Oversee M&E, MEL plan execution, DQAs, and analysis.
• Oversee the integration of collaborating, learning, and adapting (CLA) principles across activities.
• Ensure the inclusion, tracking, and reporting of gender, disability, and conflict sensitive measures.
• Provide capacity building and support staff in data collection, monitoring, and reviewing activities linked to program learning priorities and provide recommendation for revisions or changes.
• Ensure MEL collaboration with USAID, government of Haiti and other donors and that activities are in line with program requirements.
• Coordinate with external program evaluators.
• Support report preparation in English and Haitian French, capturing impacts related to activities, and ensuring timely submission.


Qualifications réquises

• At least 5 years of relevant monitoring and evaluation experience in similar activities, demonstrating increased level of responsibility for data management, analysis, and reporting.
• Proven ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
• Demonstrated experience in successfully translating data and findings, including from GIS data and analysis, into useful information for effective programming, managerial and communication decision-making.
• Strong interpersonal, oral, and written communication skills.
• Fluency in French or Haitian Creole and English.
