Description
CRS is recruiting for a Deputy Project Director/Technical Coordinator (DPD/Technical Coordinator for an education and resilience activity to improve foundational skills in reading, literacy, and social emotional learning by building and strengthening the capacity of teachers, schools, and communities with appropriate support for learners in grades 1 through 4 to benefit from a resilient education system that delivers uninterrupted access to a safe, quality education.

CRS leads the Continuity of Learning activity, in partnership with The Global Center for the Development of the Whole Child, University of Notre Dame and the Commission Épiscopale pour l'Éducation Catholique, and in collaboration with the United States Agency for International Development (USAID), and the Ministry of National Education and Vocational Training, (MENFP).

The DPD/Technical Coordinator reports directly to the Project Director and ensures technical implementation of high impact, proven interventions for innovative approaches to teaching reading and writing within the primary schools that meet stated goals and reporting requirements. The DPD/Technical Coordinator will work with the COP and other senior staff in coordinating with USAID, key stakeholders, implementing partners, and government representatives and will lead the coordination for technical and operational aspects of the project. S/he shall ensure high quality deliverables, relevant and timely reporting, and shall lead technical reviews within the Continuity of Learning consortium, and participate and engage in technical meetings with the MENFP, UNICEF, World Bank, and other education actors. In addition, the DPD/Technical Coordinator will manage the implementation of key program activities, oversee the work of technical staff, and ensure efficient technical and operational support for the project team.


Fonctions

Essential Duties and Responsibilities
The Deputy Project Director/Technical Coordinator will support the leadership of the Project Director (PD) to manage implementation and guide the technical direction of the project. The DPD/Technical Coordinator will play an integral role in leading programmatic activities, providing technical direction and managerial supervision over all aspects of the project. These responsibilities include:
• In collaboration with the Project Director and other senior staff, ensure the successful implementation of project activities and the timely submission of all required grant deliverables and expected results complying and adhering to the grant compliance regulations of CRS as well as USAID.
• Design and regularly update detailed annual implementation plans and budgets; ensure these are used by the team appropriately to monitor progress towards completion and achievement of program objectives.
• Collaborate closely with project staff, CRS technical advisors, and consortium partners to identify the technical support needs of the program and ensure this support is provided.
• Establish and maintain cooperative relationships with key stakeholders, including the MENFP, other government bodies, partners and stakeholders, USAID Haiti, and other donor education projects;
• Provide direction for comprehensive teacher training to improve teacher and student performance, as well as measurable improvements under all project components;
• Support staff and partners to ensure improvement of instructional practices and learning environments in classrooms, building upon literacy assessment data;
• Provide technical support and assistance to MENFP counterparts and staff in carrying out the teacher professional development;
• Support technical working groups and support government counterpart technical staff to implement program elements to improve early grade literacy instructional practices.
• Organize and lead quarterly technical review meetings for the consortium and ensure a summary of progress and challenges are prepared and presented with follow-up actions.
• Mentor and supervise direct reports to achieve their work plan objectives, and to contribute to the achievement of the overall project goals.
• The Deputy Project Director/Technical Coordinator will serve as the Acting Project Director during absences of the Project Director and represent the project in key technical working groups and advisory groups. This is a senior leadership role and will serve as a key member of the project team.

Qualifications réquises

Education/Experience
Required Qualifications:
• University Graduate in Education, Philosophy, Pedagogy, Psychology, Social Sciences. Master's degree in psycho-pedagogy, early childhood, public policies in education or another related to the position and at least 5 (five) years of demonstrated significant, relevant, progressively increasing responsibility in managing activities of similar scope in international development assistance;
• Senior management experience in education development projects in Haiti, with progressively increasing responsibilities in managing education development projects and teams;
• Knowledge of education programs, curriculum and material development, teacher training and coaching, government capacity building, community engagement, and program management systems;
• Experience integrating gender concepts into development programming is preferred;
• Proven expertise in developing and implementing effective partnerships with partners, local government entities, other non-governmental organizations, and USAID;
• Proven leadership qualities, negotiation skills, and ability to collaborate with a wide range of partners and stakeholders;
• Demonstrated ability to lead and work effectively in team situations using communication, collaboration, negotiation, teamwork, and problem-solving skills;
• Experience managing a program of similar magnitude and complexity; work collaboratively across technical disciplines and implement according to plans;
• Demonstrated organizational skills and strong track record in meeting deliverables and deadlines; an ability to provide oversight of financial and operational aspects of programs is preferred;
• Administrative and/or technical oversight experience that includes preparation of work plans and budgets;
Preferred Qualifications
• Master's degree in psycho-pedagogy, early childhood, public policies in education or another related to the position and at least 10 (ten) years of relevant field experience in educational development, including policy dialogue, education reform, early grade literacy, assessment, research, teacher professional development and school management support programs. Detailed knowledge of teacher training and systems needed to support reforms in teacher training at in-service levels.
• Prior experience with USAID’s phonics-based, scripted curriculums that meet international standards for evidenced-based best practices in early grade literacy instruction with Ayiti Li Kreyol (ALiK) assessments and EGRA/ISELA quantitative and qualitative tools.
• Recognized technical experience and qualifications in education and/or youth programming;
• Demonstrated experience of successful management, including management of functions of complex, multi-activity projects as a Deputy Project Director or Deputy Chief of Party;
• Staff management experience and abilities that are conducive to a learning environment;
• Experience engaging partners and strengthening partnerships; knowledge of CRS partnership strategy a plus.
• Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
