Fonctions

The primary objective of the position is to develop the framework, plans and indicators for all projects of the institution to ensure the collection, analysis, reporting of quality data and to help supervise all M&E department.

Roles and Responsibilities:
? Support the development and oversight of the data flow model for all projects of the institution to ensure timely data collection and reporting;
? Help the design and implementation of the project performance and results framework, including routine reporting of service delivery data, baseline and final evaluations, and all follow-up for process and outcome evaluations;
? Ensure that all staff have a clear understanding of the results framework including indicator definitions, program objectives, and data sources as well as the data collection and integration cycle;
? Submit routine reports as stipulated by direct supervisor;
? Ensure high quality implementation in accordance with institutional and national M&E guidelines, protocols, information and reporting systems;
? Ensure data quality through periodic data verification procedures, including routine data quality audits to ensure effective use of data for strategic decision making and project planning;
? Be actively involved in all quality of care improvement initiatives in collaboration with medical management and promote research within the institution;
? Support the coordination of all M&E capacity building activities with M&E department staff, implementing partners, and institutional staff;
? Ensure participant data protection and confidentiality through good housekeeping procedures

Expected Qualifications
? Master's degree or higher in Public Health, Epidemiology, Statistics, or related field;
? At least 5 years of professional experience in monitoring and evaluation of large national and/or international health sector development projects;
? Demonstrated expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation;
? Excellent management, coordination, teamwork, and planning skills, with a demonstrated ability to work effectively with multiple host country counterparts in the public and non-governmental sectors;
? M&E experience in hospital setting in the areas of reproductive, maternal, newborn and child health, nutrition, water, sanitation and hygiene;
? Familiarity with Haiti's health management information system and other national M&E systems, preferably with experience living and working in Haiti;
? Strong technical skills, including the ability to process and analyze data using one or more statistical software programs, including at least one of the following: SPSS, Epi-Info, Stata, MS Access, MS Excel;
? Demonstrated exceptional leadership, strategic thinking, organizational, team building and advocacy skills;
? Excellent oral and written communication and presentation skills in English and French
