Introduction

The Human Resources (HR) Manager will be responsible for managing overall human resource and employee relations needs to meet the objectives of the GHSC-PSM Haiti project. A high level of organization is key to effective functioning in this position as well as understanding of U.S. government and USAID record keeping and reporting regulations. The HR Manager is the focal point for all the needs of project employees related to personnel policies, procedures, and benefits. The HR Manager will perform the following duties and responsibilities:


Fonctions

Specific tasks to be completed under this SOW are as follows:

• Facilitate project recruitment/hiring process to ensure the hired staff is capable of meeting requirements of respective positions.
• Ensure that recruitment are in full compliance with policies/procedures.
• Advertise positions, seek qualified candidates, invite and encourage prospective candidates for employment with Chemonics.
• Ensure transparent and bias-free recruitment process ensuring “no conflict of interest.”
• Coordinate recruitment of local long-term resources; ensure quality control of recruitment process, interview candidates, and make recommendations to the Director of Operations.
• Draft salary justification memos and ceiling daily rate memos for staff.
• Perform orientations, onboarding and update records with new hires.
• Report progress of recruitment activities to the Director of Operations.
• Ensure that employment files including contracts, amendments, job descriptions, leave entitlements, annual evaluations, and other forms (e.g. severance and final payment) are current and well documented.
• Negotiate salaries with all candidates for long-term and short-term local positions in accordance with USAID regulations and internal policies including accurate completion of biodata forms, salary verification documents, and references checks.
• Coordinate and supervise preparation of employment agreements for all project staff.
• Coordinate preparation of local short-term consultant agreements as well as monitoring and evaluation of consultant performance; ensure that all consultant files are in order and up to date, including copies of consultant evaluations and final deliverables.
• Establish and maintain a database of international/local consultants and resource organizations.
• Manage HR-related contracts including for local health insurance.
• Maintain and update the various HR trackers (employee, leave, etc.).
• Nurture a positive working environment.
• Provide support to employees in various HR related topics such as leaves, compensation, etc. and resolve issues and problems.
• Ensure that Chemonics complies with necessary local labor laws, including payments to employee benefit funds and serve as the point of contact for local personnel policies and procedures including making recommendations for changes and additions; Liaise with local counsel as necessary to ensure compliance with the law.
• Ensure staff compliance with local policy manual and local labor laws.
• Assist project staff with immigration formalities such as work permits (if applicable).
• Assist the Director of Operations and the Country Director in establishing calendar and process for completing annual employee performance evaluations; train supervisors charged with conducting evaluations of staff members in their components, and monitor compliance with the process.
• Establish and maintain database of all employee contracts with details using Chemonics templates.
• Maintain, review, and improve personnel policies, procedures, and benefits.
• Support and Reinforce capacity of the Managers and Supervisors on HR and team Management.
• Work in close collaboration with the Operations and Accounting departments to manage onboarding, termination and payroll for employees.
• Work in close collaboration with the HQ-based program management unit on HR related issues.
• Supervise a team of HR staff.
• Any other tasks as assigned by the Director of Operations.


Qualifications réquises

• Associate or bachelor’s degree in human resources management, business administration or related field or equivalent in HR work experience is preferred.

• Minimum of 5 years of professional relevant work experience in human resources.

• Experience working on USAID-funded projects or other international donors is required.

• Experience managing HR fora large international organization (100 employees +) preferred.

• Demonstrated knowledge of local labor laws.

• Exemplary management, communication, and interpersonal skills that promote teamwork and cultivate strong relationships with staff, partners, stakeholders, and beneficiaries.

• Proven proficiency in Microsoft Office

• Knowledge of database management.

• Fluency in French and Haitian Creole required. Proficiency in English (spoken and written) is preferred.
