The earthquake of August 2021 severely affected rural and urban communities in the south of Haiti. Shortly after the earthquake, tropical storm Grace hit the same region. CRS is currently implementing phase II of its Earthquake Recovery project (Releve II) to accompany communities in their recovery process. Releve Phase II activities include: shelter construction, community infrastructure rehabilitation and construction (specifically schools), water system restoration, and livelihoods restoration. CRS/Haiti prioritizes using market-based approaches and engaging the community to promote local leadership.

Job Summary:
The Program Manager II will assume responsibility of managing the CRS-funded Releve II project, which includes school infrastructure rehabilitation and construction, shelter construction, WASH, and livelihoods restoration. Under the supervision of the Emergency Coordinator, the Program Manager II will be responsible for overall management, implementation and MEAL of the Releve II project. S/He will provide technical support to the project team, and coordinate with other CRS PMs and Technical Advisors as relevant. The PM will supervise the Releve II team and maintain relationships with other program staff in the Country Program (CP), and local government and partner organizations. The PM’s management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.


Fonctions

Program Quality and Management:
• Oversee specific and clearly defined projects activities as indicated in the implementation plan and the MEAL plan, including financial, programmatic, and staffing responsibilities.
• Serves as the point person for the project and provides strategic and technical leadership to the project team.
• Leads the planning of projects activities and sets high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines.
• Use appropriate project management tools to plan, review and track progress on projects implementation as well as on the utilization of project resources.
• Ensure the development and implementation of strong MEAL systems, using appropriate CRS tools and resources to maximize project impact on beneficiaries.
• Continuously support the professional development of his/her team by providing adequate mentoring, clear orientation, feedback and learning opportunities.
• Identify technical assistant needs and take the lead in developing SOWs and follow up with potential TA from the region and/or external expertise as appropriate.
• Oversee management and maintenance of up-to-date documentation related to all projects approvals, monitoring and implementation in both hard and soft copies.
• Promote strong linkages and exchange with other CRS country programs engaged in similar programming to ensure the sharing of best practices and expertise.
• Closely monitor events in Haiti (humanitarian situation, politics, and security, etc.), in order to identify other potential programming areas and new (strategic) partners for CRS.
• Utilize use of ICT4D, technology and other contemporary systems in support of the projects and quality implementation.

Partnership and Capacity Building
• Establish and maintain excellent collaborative working relationships with local partners/collaborators.
• Manage relationships and communication efforts with partners in all phases of project implementation, facilitates coordination with partners, including knowledge management, learning and capacity building for partner staff.
• Identify both PQ and MQ capacity building needs (for project staff and partner staff) and organize relevant support via follow up with CR, HOP, HoOps and other relevant staff.

Programmatic Reporting
• Ensure timely and quality preparation of project narrative reports, quarterly performance indicator tracking tables, baseline and final evaluation reports, as well as other reports needed/required by the local government, donors, the region or headquarters as per reporting schedule.
• Advise senior management about issues affecting project implementation, or key local issues affecting future grants/projects developments.

Budgeting, Financial Planning and Compliance
• Ensure proper financial management systems are in place and followed in coordination with the CP’s finance department.
• Ensure project management compliance with donor regulation.
• Ensure the review and timely submission of financial reports by partners working in close coordination with the finance team and other resource management staff in the CP.
• In collaboration with the finance staff/department, review and analyze budget comparison reports and take necessary steps to ensure proper management and utilization of grant/project budgets.

Representation, Coordination, and Communication
• Facilitate regular team meetings, and participate in staff meetings, and program (technical) meetings with other implementing NGOs/Government agencies and institutions as relevant.
• Ensure systems are in place for the proper documentation of meetings and timely circulation of action items.
• Participate with the coordination of visits of CRS, donor and partner staff as needed.
• Ensure CRS representation to local government authorities and Donors related to project, as relevant, and in coordination with the Head of Office.
• Undertake donor liaison in the field as required in coordination with senior management.
• Mediate as necessary with local actors during the life of the project.

General Programming
• Actively participate in the design and implementation of CRS projects, as needed and requested by senior management.
• Participate in information sharing and transferring skills and knowledge within the CP when appropriate and collaborate with other program managers as relevant to ensure sound communication with partners.
• Provide support to other peers in the CP as relevant.

Supervisory Responsibilities:
• Supervise and mentor project staff.
• Ensure timely and quality adherence to CRS Performance Management System for all staff under his/her supervision.
• Preparation of employee job descriptions, performance plans and performance appraisals for project staff.
• Ensure that CRS project staff have the equipment and logistical support needed to carry out their roles/responsibilities.
• Contribute to the planning and implementation of capacity building for project staff.


Qualifications réquises

• Master’s degree in international development, International Relations or in the field of architecture, civil engineering, construction management or related field required. Additional experience may substitute for some education.
• Minimum of 5 years of relevant field-based experience in coordinating/managing moderately complex projects with an international NGO
• Project management experience in Shelter and WASH, especially for USG awards and other public donors.

Required Languages – English and French required. Comprehension of Haitian Creole a plus.

• Proficiency in using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems; CAD, GIS and image editing software.
• Knowledge of CRS and Sphere emergency guidelines.


Conditions de travail

Travel - position is based in Les Cayes but will require significant time at project sites within the Grand Sud (Nippes, Grand-Anse, Sud).

Supervisory Responsibilities: Overall responsible for the Releve II project team, with direct supervision of the Sr. Construction Manager, SPO WASH, Partnership & Community Engagement Officer, Livelihoods Project Manager, MEAL Officer.

Key Working Relationships:
Internal: Emergency Coordinator; Sr MEAL Officer for Emergency & Resiliency, HoP, HOO Les Cayes, HOO Jeremie, Operations staff in the Grand Sud and Port-au-Prince, Finance Department, and CRS HRD technical advisors
External: Shelter and WASH clusters, government agencies and local authorities, NGOs in similar technical and geographic area, and local partners.
