Introduction

The Commodity Procurement Specialist will play a role in providing a professional procurement service to the PSM project while ensuring that PSM procurement policies and USG acquisition regulations are followed in the purchasing of quality assured commodities to target timescales at a best values range


Fonctions

Principal Duties and Responsibilities (Essential Functions)

1. Coordinate procurement activities of PSM in country in liaison with the Home office technical team
2. Clarify specifications with client/technical specialists to fully understand requirement
3. Identify qualified local and international sources to procure client requested commodities
4. Contribute to the waiver process for the non-registered pharmaceutical items
5. Contribute to vendor Registration database, appraise supplier performance and manage the relationship with suppliers
6. Prepare and issue tender documents to pre-identified vendors or over dedicated website
7. Evaluate offers based on PSM SOPs, taking into consideration relevant criteria and ability to comply with terms and conditions and issue Negotiation Memorandum to justify award selection
8. Make recommendation and confirm order with the in country client
9. Negotiate cost reductions with suppliers where appropriate
10. Prepare purchase order/contract and secure appropriate approval for submission to awarded vendors
11. Liaise with Supplier as well as Shipping officer as necessary to ensure timely collection from suppliers, shipping and delivery as well as collection of proof of delivery (POD)
12. Ensure entire procurement files are archived as outlined in PSM Standard Operating Procedures (SOPs)
13. Ensure day to day data entry in the Purchasing ERP systems
14. Check supplier invoices and arrange payment within the negotiated timeframe
15. Manage and resolve post contract complaints and issues as per PSM policies & USAID regulation
16. Prepare and submit tracking documents, report or other relevant documentation as requested by the donor or internal superiors.
17. Ensure all stakeholders are informed on order status or any issues related to the orders.
18. Perform other Procurement related tasks as assigned by supervisor.


Qualifications réquises

? Bachelor’s degree in Procurement, Pharmacy, Laboratory or related field, or pertinent equivalent experiences.
? At least 3 years Procurement experience in medicines, medical equipment, laboratory reagents and consumables, or other relevant HIV/AIDS, Family Planning, reproductive and maternal child health commodities preferably on USAID projects
? Experience and understanding of the Federal Acquisition Regulations (FAR)
? Knowledge of international Quality Standards such as Good Manufacturing Practices (GMP) and Good Distribution Practices (GDP) and Regulatory affairs desired.
? Strong organizational skills and ability to perform multiple tasks simultaneously, set priorities and work in a team with diverse cultural backgrounds.
? Self-driven with a high sense of quality, accuracy, efficiency and meeting tight deadlines.
? Experience in and knowledge of international logistics preferred.
? Fluent in French, Creole and (technical) English.
? Strong computer skills, including knowledge of Windows and Microsoft Office applications including Outlook, Word, Excel and PowerPoint.
