In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corp. (IBI)The Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring. IBI partner with SI to implement the USAID Haiti Evaluation and Survey Services Plus (ESS+) Activity.

USAID/Haiti has engaged Haiti ESS+ to conduct a baseline study in Haiti to inform the implementation of the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS). This baseline will help inform the development of a Haiti Monitoring, Evaluation, and Learning (MEL) strategic plan to assess the effectiveness and overall success of the SPCPS. This baseline study serves as an update to the context analysis and extensive research done during the SPCPS development and is a critical component of the MEL strategic plan.

Haiti ESS+ is seeking a Governance expert consultant to support the Baseline Team in all technical and management aspects of the SPCPS baseline. The Governance Expert will operate in all these sectors (Education, Health, WASH, Security, Food security, public transparency, agriculture, governance and rule of law, economic growth, value chain analysis, market analysis, infrastructure and environmental analysis and accountability). The Governance Expert will collaborate with different staff, specifically with the Team leader, Subject Matter Expert on citizen security, Evaluation Specialist, and GIS specialist. The baseline level of effort is approximately 4 – 5 weeks (from 20 to 25 days).


Fonctions

• Negotiate in a multicultural context and with public authorities.
• Good analytical skills in political, institutional, and organizational economics
• Expertise in carrying out political economic analysis, sector studies and/or institutional and organizational analysis.
• Knowledge of general development issues
• Manage several files simultaneously.
• Use participatory research methods and tools.
• Conduct interview or FGD in the field
• Schedule and interview key stakeholders and beneficiaries on the field
• Actively participate in data collection (Qualitative and Quantitative) and analysis.
• Contribute to the drafting of reports associated with the evaluation, including, but not limited to, evaluation design (including tools), inception reports (fact finding), preliminary and final reports in compliance with SI and USAID regulations.
• Maintaining a good working attitude and professional relationship with the evaluation team in particular: Haiti ESS+, Government of Haiti counterparts, local authorities, local organizations, USAID, and other program partners.
• Collaborate with the SI headquarters and Haiti ESS+ staff with strategic and operational planning to implement the approved work plan.


Qualifications réquises

• Master's degree, preferably in one or more of the following fields: Public management or administrative sciences, Applied economics, Sociology, Political science and Justice sector or a related field.
• Strong gender and social analytical skills.
• Knowledge in a wide of sectors including health, WASH, education, food security, livelihood programs
• Proven professional experience of at least three years in project management and/or evaluation support.
• Good knowledge of Haitian social, economic, and political dynamics, desirable.
• Good communication skills.
• Ability to work as part of a team or individually on a project.
• Strong analytical skills and attention to detail
• Strong writing and oral presentation skills.
• Must be fluent in English and French. Haitian Creole is highly desired.
