Introduction

Plan, one of the world’s largest children’s NGOs, has worked in Haiti for 37 years. Plan responded immediately to the 12th January 2010 earthquake. The wide-ranging response includes a two year Emergency Education Program, including early child development (ECCD) and primary education. This will evolve into a long-term Education Program, as part of Plan’s enduring commitment to children in Haiti.


Fonctions

Plan Haiti seeks a highly experienced education professional to support the development of its long-term education programming, through repeat visits and distance support.

ROLE. The Consultant’s overall role is to support this evolution and to help Plan Haiti develop its long-term education and ECCD strategy.

The Consultant will support

• On-going analysis of the education situation of children and young people, and of the policy environment
• Evaluation of emergency primary education and ECCD projects
• Liaison with government and other agencies involved in education
• Capacity building of key Plan and partner staff on education planning and management


Qualifications réquises

SKILLS, QUALIFICATIONS AND EXPERIENCE

• Postgraduate degree in education related field or demonstrated equivalent
• Fifteen years senior professional experience in education in developing countries, including program design, planning, evaluation and resource management
• Experience in post-emergency education programs
• Proven skills in capacity building of staff
• Fluent English and strong working knowledge of spoken and written French essential
• Creole an advantage
• Experience in multi-donor funding environment an advantage
• Proven ability to work effectively and successfully in a cross-cultural context
• Ability to work under pressure, and to stay and work in difficult conditions


Conditions particulières

TIME REQUIREMENT. In the period September 2010 – December 2011 we anticipate

• five support visits of three weeks per visit plus 20 days of distance support (total 110 days) by an international consultant, or
• a series of variable length engagements totalling 110 days (Haiti-based consultants.)
