Introduction

Fonctions

Under the overall supervision of the Chief of Mission in Haiti and direct supervision of the
Programme Manager of the Transition and Recovery Unit, the successful candidate will be
accountable for coordinating and monitoring the overall design and oversight of infrastructure
projects implemented under the Transition and Recovery Unit. In particular, he/she will be
assigned to the following tasks:

1. Conduct assessments on infrastructure projects and prepare BOQs for repair.

2. Conduct regular site supervision and monitoring visits of program sites and draft reports on those visits as a basis to measure progress of contractors and for payment issuance.

3. Coordinate with Government counterparts, the community members and leaders for the implementation of infrastructure projects.

4. Draft designs and bill of quantities for infrastructure program projects.

5. Assist with the development of tender documents and assure that tendering procedures are carried out in respect of IOM policies.

6. Conduct regular site supervision and monitoring visits of program sites and draft reports on those visits as a basis to measure progress of contractors and for payment issuance.

7. Make recommendations to the Transition and Recovery Manager with regard to project progress and contractor performance and check that the bill of quantities is respected and that materials are of specified quality.

8. Conduct regular field visits to project sites and provide on-site technical guidance.

9. Draft regular project reports in a timely manner.

10. Perform such other duties as may be assigned.


Qualifications réquises

Degree in Civil Engineering; Knowledge and training in local engineering concepts and field
construction methodology or related field from accredited academic institution with 4 years of
relevant professional experience

EXPERIENCE

• Good knowledge of Microsoft tools (Excel, PPT, Word), good working knowledge of AutoCAD and production of construction drawings.
• Experience in construction and rehabilitation.
• Experience in liaising with governmental authorities and communities.
• Experience with project implementation, scheduling, and deployment of resource.
• Excellent inter-personal communication.
• Proactive person.
• Ability to work diplomatically, with empathy and tact. Sensibility to and ability to work
with people from different backgrounds are essential skills.
• Experience in the construction / engineering; preferably in the Humanitarian Field
• Experience working with Government authorities.

SKILLS

• Knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
• Knowledge of UN and bilateral donor programming.
• Knowledge of financial rules and regulations.
• Ability to work with minimal supervision.
• Capacity to respect deadlines.
• Good negotiation skills and problem-solving skills, good organization and good writing skills

IOM’s official languages are English, French, and Spanish.
Required: Fluency in French and Creole (Oral and Written) are required, English as an advantage.
