Introduction

The Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) program
ensures uninterrupted supplies of health commodities to prevent suffering, save lives, and create a
brighter future for families. GHSC-PSM is a project funded by the U.S. Government, through USAID,
which supports Haiti’s Ministry of Public Health and Population in the fight against HIV and AIDS, as
well as Family Planning/Reproductive Health and Maternal and child Health programs. GHSC-PSM
activities focus on ensuring the provision of best quality anti-retroviral (ARV) drugs and other HIV
and family planning (FP) commodities through needs assessments, forecasting, procurement, shipping,
warehousing, and distribution at the national level and until the last mile. GHSC-PSM provides
technical assistance improving the ability of Health services providers to manage supplies to ensure
proper use. In fact, GHSC-PSM emphasizes systems-strengthening technical assistance that address all
elements of a comprehensive supply chain


Fonctions

Position’s purpose
The Public Communication Specialist will ensure proper dissemination of the project’s activities and
results, in-country and internationally, while in compliance with USAID communications requirements
for GHSC-PSM in Haiti. To achieve this, The Public Communication specialist must participate to all
important preparatory meetings of upcoming activities facilitating his understanding, his coverage and
the full team contribution for successful videos or success stories or fact sheets….The ultimate goal
is to ensure that all key PSM activities at the office or on the field will have good coverage for public
communication telling GHSC-PSM story in Haiti

Principal responsibilities

? Design, implement, and manage the communication’s strategy for GHSC-PSM under the leadership of
the Country Director.
? Coordinate scheduling and logistics with the Fleet and Logistic unit to prepare video and other
communications-related documents.
? Work closely also with the Communication Team counterparts at Home Office ensuring that all
produced documents (articles, success stories, fact sheet, presentation, marketing materials…)
respect branding, norms, and standards of CHEMONICS and USAID.
? Monitor project activities to identify success stories, and ensure they are captured, developed, edited,
and distributed.
? Respond to project staff requests for communications assistance and provide creative ideas for using
communications tools to improve the implementation and effectiveness of the project’s activities.
? Develop when needed, manage, and implement advertising campaigns and public awareness campaigns,
using print, audiovisual, and other media.

? Ensure all productions are reviewed or visualized by COD, DCOD and concerned technical team
ensuring their comments for finalization and documentation.
? Help define key audiences and appropriate messages for local communities according to GHSC-PSM
objectives.
? Track, evaluate, and share results of advertising and public relations efforts.
? Perform any other appropriate tasks that support the overall project as assigned by the Country
Director or the Deputy Country Director or his technical designee according to the technical subject.


Qualifications réquises

Advanced degree (Bachelor) in relevant technical area, preferably Communications or Journalism.
? At least 5 years of relevant technical experience (communications, media relations, and training).
? Experience with communications strategy development and implementation.
? USAID experience preferred.
? Thorough knowledge of USAID’s reporting, branding, and marking requirements.
? Ability to work both independently and in a team.
? Excellent interpersonal, written, and oral communications skills; proven diplomatic and public
relations skills.
? Demonstrated leadership, versatility, and integrity.
? Fluent English and French required; proficiency in Creole preferred.

Working Conditions/Duration of Assignment
This is anticipated to be between 9 months to One-year (12 months) position based in Port-au-Prince,
Haiti, with travels as necessary
