Job Summary:
As Deputy Chief of Party – Community & Stakeholder Engagement you will work as part of a large project team, providing technical oversight and leadership of the Community-led Natural Resource Management activities of the Resilient Landscapes South project (Projet Paysages Résilients - PPR). This project will be funded by the United States Agency for International Development (USAID) for implementation in southern Haiti. Your management and technical knowledge will ensure the delivery of high-quality programming. As a senior leader you will work closely with the CoP to proactively manage security and mitigate security and operational risks.


Fonctions

Roles and Key Responsibilities:
• Manage the technical components of the community-led natural resource management activities of the Resilient Landscapes South project, including stakeholder, civil society, government, and private sector engagement.
• Serve as a technical point of contact to USAID as well as to public, private and non-government stakeholders, when requested by the CoP.
• Support the CoP to manage key technical aspects of the project, to meet the donor’s expectations in terms of timely and quality results and budget management.
• Support the CoP to ensure coordination between key project staff and CRS/Haiti’s operations departments.
• Ensure CRS program quality standards are adhered to, including CRS’ Monitoring, Evaluation, Accountability, and Learning (MEAL) policies and procedures.
• Contribute to the development of staffing plans and participate in the recruitment process of project staff.
• Effectively manage talent and supervise project staff under the DCoP’s supervision, including managing team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans and complete performance assessments for direct reports.
• Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and recommend trainings and technical assistance.
• Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans.
• Promote, uphold and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with USAID requirements, including financial tracking and oversight of partner budgets, finance, administration and reporting to USAID.
• Maintain relationships with key staff of consortium partner organizations in regard to the DCoP’s area of responsibility.


Qualifications réquises

Basic Qualifications
• Master’s degree in a relevant technical area, such as International Development, International Relations, Community Development, etc.
• 5 years’ relevant management and technical experience.
• 3 years’ experience managing large portfolios of donor funds. Knowledge and experience in budget management.

Required Languages – Professional working proficiency of French and English. Conversational Haitian Creole strongly preferred.

Conditions particulières

Preferred Qualifications
• Recognized technical experience and qualifications in Community and Stakeholder Engagement, community development, participatory processes, community-led processes, etc.
• Demonstrated experience of successful project management, including management of complex, multi-year projects.
• Staff management experience and abilities that are conducive to a promoting a safe learning environment.
• Experience working with community-based organizations, local government engagements, and the private sector, as well as experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
• Experience working in natural resource management, climate resiliency, and landscape management preferred.
• Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.

Travel – Position is based in Southern Haiti, with the expectation of 40% travel in-country.
