Introduction

RTI International in Haiti is seeking Procurement and Logistics Manager candidates for Act to End NTDs | East (Act | East) program, funded by USAID. This position may be based in Port-au-Prince or Cap Haitien. Domestic travel may be required occasionally.

Program Background:

RTI International is an international organization working in the field of health. Through USAID’s Act to End NTDs | East (Act | East), it supports the Haiti Ministry of Public Health and Population (MSPP) in its fight to eliminate Neglected Tropical Diseases (NTDs), including Lymphatic Filariasis (LF), in Haiti.
The fight against LF, which began in 2001, has intensified in a very short time to become one of the country's flagship public health programs. Annual mass drug administration (MDA) campaigns have been implemented in Haiti since 2001 as a standard intervention for the prevention of intestinal worms and parasites causing filariasis in endemic areas. This success is possible thanks to the unwavering support of a group of partners, including RTI International, which has proven to be a key strategic and operational partner over the years. Now, out of 140 endemic municipalities, only 18 municipalities still require MDA to reach the goal of eliminating LF as a public health problem in Haiti by 2030.


Fonctions

The Procurement and Logistics Manager is responsible for the overall management of all project procurements and logistical needs, including but not limited to processes of procurements for goods and service contracts, leases, and rental agreements; ensuring smooth coordination on logistics and travel arrangements; and providing required support on project trainings, workshops, meetings, and surveys in the field, in adherence to the RTI procurement policies and procedures. The Procurement and Logistics Manager will provide the required support to the chief of party and program team to ensure that procurement procedures are efficiently implemented and are consistent with the RTI systems. The Procurement and Logistics Manager will supervise the Procurement and Logistics Officer and will provide leadership and coordination of the entire procurement and logistics component in the project by ensuring compliance with RTI procurement and logistics policies and standard operating procedures (SOPs).


Essential Duties and Responsibilities:

• Oversee procurement and logistics management of the project commodities/goods/materials and services required for the program operations and ensure the compliance of procurement activities to RTI policies.
• Recommend ways by which these policies can be adapted to the evolving context without sacrificing the spirit of the policy, with strategies that support effective and timely implementation of activities.
• In collaboration with chief of party and program team, lead in developing an annual strategic procurement plan based on approved annual work plan.
• Identify and develop qualified suppliers for a broad range of commodities and services in support of the project activities with the goal to ensure open competition, efficiency, price reasonableness and overall best value in procurement.
• Manage project-level procurement processes, execute procurement tasks for all the procurements and coordinate closely with the Regional Office for approval of procurements in accordance with the purchase authorization matrix.
• Effectively negotiate with suppliers on a wide variety of commodities/goods/materials and services for the best overall value of money to the project.
• Lead in monitoring and evaluating the performance of vendors in terms of quality, reliability, timeliness, and price.
• Coordinate with PROMESS (Haiti pharmacological agency) to manage the storage, release, and transportation of donated medicines prior to mass drug administration.
• Manage transportation of medicines and diagnostics from Port-au-Prince to project sites throughout Haiti and the reverse supply chain process to return unused materials to Port-au-Prince or storage site in Cap Haitien.
• Develop the capacity of all staff involved in the procurement process.
• Maintain procurement files including records on the solicitation process and vendor monitoring.
• Act as the property control officer (asset move, asset lost, asset on loan, etc.) and responsible for proper recording of the Haiti project office assets.
• Maintain record list of property and managed equipment for the project into RAMS application and submit relevant issues to home office.
• Responsible for asset disposal management as appropriate.
• Oversee payment preparation and documentation and liaise closely with the finance team concerning payment of purchased and delivered goods and services.
• Supervise procurement and logistics officer and project driver positions and provide direct reports with professional mentorship and opportunities for career growth and development.
• Perform other duties as assigned by the Chief of Party.


Qualifications réquises

Minimum Required Education & Experience

Master’s degree and 6 years of experience or bachelor’s degree and 8 years of experience or equivalent combination of education and experience.

Skills & Abilities

• Additional professional training in procurement and logistics management preferred
• Knowledge of USAID procurement policies and regulations a plus.
• Excellent knowledge of Microsoft Office and procurement software.
• Strong organizational, reporting and management skills
• Proven experience in working collaboratively with Haitian government units at all levels as well as local NGOs is preferred.
• Ability to successfully work within a team, have exceptional organizational skills and the ability to handle multiple, high-pressure activities.
• Fluent in English and have strong interpersonal skills, cultural awareness, and the ability to effectively communicate with individuals from diverse professional and social backgrounds with a service-oriented attitude.
• Familiarity with international development organizations, with its systems and policies
• High degree of professionalism and discretion
• Ability to work independently as well as in a team and in matrix organization
• Strong attention to detail, accuracy, and organizational skills with ability to be flexible and work well under pressure in a multi-tasking setting
• Experience with MS Word, Outlook, PowerPoint, and Excel
