General Position Summary
The Deputy Monitoring, Evaluation and Learning (MEL) Manager is a key position in Mercy Corps Haiti, under the supervision of the Monitoring, Evaluation, and Learning Manager, the Deputy Manager will assist the Manger and Program Managers to implement and/or revise the monitoring plans and Indicator Tracking Tables for Mercy Corps’ programs. They will work in surveying, data analysis, and reporting according to the needs of the programs. They will be involved in the daily collection and input of program information and monitoring data, and will help ensure that program deliverables are met and the quality of the programs are high. They will also be the focal point for accountability to beneficiaries working closely with the Program Managers to ensure fundamental policies are followed within the programs.

STRATEGY & VISION
VISION
? Assist in Developing country MEL strategy and providing leadership to field offices in developing individual program level M&E systems that inform and improve each program, as well as feed into the broader nation-wide M&E system and country strategy.
? Participate in the development of an M&E team country team and also the M&E officers assigned to each program in developing and maintaining a system that improves the country’s ability to analyze and represent impact to donors, government, colleague agencies, and communities themselves.
? Take responsibility of MEL for specific projects upon strategic demand of the leadership
? Follow and promote country M&E strategy and system, supporting M&E priorities and aligning individual program level M&E systems accordingly.
? Ensure all program level M&E adheres to Mercy Corps MEL Policy
? Support the manager on internal quality assurance on MEL standards and support as needed in programmatic level improvement
?

TRAINING AND CAPACITY BUILDING
? Support the capacity building initiatives for MEL and program team members across all programs. Support in mentoring on foundational MEL skills, MEL technologies/mobile data collection, data analysis as directed by the MEL Manager
? With the support of the MEL Manager, ensure country – level Standard Operating Procedures for TolaData are up to date, and check quality of program evidence linked to the system

M&E SYSTEM DEVELOPMENT AND MAINTENANCE
? Utilize existing MEL practices, tools and systems to improve the country’s ability to analyze and represent our programs’ cumulative impact to donors, government, colleague agencies, and communities themselves.
? Work closely with the MEL Manager and MEL Officers to identify opportunities for automation and effective use of MEL technologies to increase efficiencies in MEL practices
? Maintain MEL system/s with utility and program quality in mind, providing managers and their teams real time information that can steer program implementation as well as informing donors and strategic program direction and that helps strategize future program interventions.
? Work with MEL Manager to address shortfalls in M&E that affect program implementation

PROGRAM LEARNING
? Participate in periodic pause and reflection sessions on program progress, synthesize program learning, disseminate to intended stakeholders within and outside Mercy Corps.
? Support program managers to identify and document best practice and evidence behind it, as well as scale up promising opportunities.
? Support efforts to evaluate and strengthen analytic capacity within the programs, identify and capture learning and best practice, share across programs and partners as necessary.
? As required, conduct project site visits to provide hands-on training on how to capture and organize information for accurate documentation and use of data for decision making, report and dissemination.

TECHNICAL SUPPORT IN MEL
? Assist in program development to incorporate Mercy Corps’ standards on design, monitoring, and evaluation.
? Support, supervise and ensure quality in MEL activities within individual programs as requested.

TEAM MANAGEMENT SUPPORT
? When required, provide backstop support for the MEL Manager for MEL team management.
? Support in developing the capacity of the team, deepening the understanding of their roles and assist with staff orientation, career development, professional development through trainings, performance management and others.
? Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-ones and performance reviews.
? Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

SECURITY
? Ensure compliance with security procedures and policies as determined by country leadership.
? Proactively ensure that team members operate in a secure environment and are aware of policies.

Qualifications réquises

Knowledge and Experience

? BA/S or equivalent, preferable in statistics, social science research, Monitoring, Evaluation and Learning, international development, or other related fields.
? 2-3 years of experience in the areas of program development and monitoring evaluation
? Experience working in Microsoft Office applications including Excel is required, knowledge of mobile data collection, data analysis and visualization packages is preferred
? Ability to manage and meet deadlines.
? Ability to work independently and multi-task
? Excellent Communication and organizational skills.
? Knowledge of Sphere standards and other training in humanitarian response preferred.
? Oral and written fluency in French required, with good knowledge of English
