Introduction

CFET (Centre de Formation et d'Encadrement Technique) CFET S.A. is a private company specializing in human resources management and capacity development. Established in Haiti since October 1988, its mission is to improve the performance of the Haitian workforce and create the local skills necessary for a full Haitian appropriation of their own development options.

Over the past two years, CFET has implemented the Health Leadership Program (HLP), in collaboration with Management Science for Health and Growth Group to assist the Ministry of Health in implementing its Health Human Resources Strategy and improving overall public health governance. As part of the extension of this program under the name, Health Leadership/Human Resources Program (HLP/HRH), CFET is looking for a Senior Monitoring, Evaluation and Learning Specialist.


Fonctions

SCOPE OF WORK

• Work under the direct supervision of the COP and in collaboration with the project team;
• Serve as a resident technical expert in Monitoring, Evaluation and Learning;
• Manage the project data collection and analysis on project performance indicators in coordination with project technical team and senior management staff;
• Develop and disseminate tools for monitoring and evaluation such as dashboards, collection forms of data, “success stories” according with project performance indicators;
• In collaboration with the stakeholders, coordinate with the technical staff the implementation of work plans and the monitoring of deliverables;
• Consolidate monthly reports reflecting technical progress according to the Terms of Reference of technical staff and any other activity of the project;
• Ensure timely and accurate reporting on activities to USAID and the Government of Haiti, in a manner that is consistent with the MEL plan;
• Analyze and explain the differences between current and future outcomes for each strategic pillar of the project and in accordance with the strategic plans of the stakeholders; make appropriate recommendations to improve project performance;
• Coordinate the quarterly adjustment of work plans, sanctioning deliverables and propose appropriate measures to ensure the implementation of activities according to schedule;
• Carry out data quality assessments and prepare monthly, quarterly, and annual technical monitoring, evaluation and learning report. And, if necessary, adjust the annual work plan of the project;
• Train partner organizations in data collection for indicators and assist them in conducting monitoring, evaluation and learning session;
• Collaborate with the communication specialist to implement the communication strategy for improving and strengthen relationship between the project with stakeholders, to emphasize the impact and results and be available to respond positively to feedback.
• Ensure a continuous and up-to-date flow of information between the project and CFET Home Office.


Qualifications réquises

• At least 5 years’ experience in Monitoring, Evaluation and Learning for development projects, preferably US government funded projects;
• Excellent spoken and written communication in French and English, great organizational skills;
• Donor reporting experience; preferably with USAID;
• Demonstrated ability to support all other departments within the project and coordinate training and information sessions;
• Must be an outstanding communicator and able to work as a team under crisis conditions; and have the necessary flexibility to change and the ability to manage complex situations
