Introduction

The IOM Haiti’s Data management Unit (DMU) implements various Displacement Tracking Matrix (DTM)’s operations, including, but not limited to, mobility tracking, ad hoc registration, flow monitoring, surveys and research. In addition, the unit supports other IOM Haiti’s units, such as Protection, Camp Coordination and Camp Management, Shelter and Non-Food items, Disaster Risk Reduction and Monitoring and Evaluation, in every aspect related to data collection and management.

Under the direct supervision of the DTM Officer, the successful candidate will be supporting the coordination of IOM’s DMU operations. This includes the monitoring of the implementation of DMU activities, support to DMU and implementing partners’ staff, close liaison with other IOM Haiti’s units (Administration, Finance, Logistics, Security and program units) and with external stakeholders, especially with governmental institutions, the humanitarian and developmental community and research actors such as universities.


Fonctions

1. Plan and coordinate the implementation of DMU activities in line with projects’ objectives. This includes mobility tracking, registration, flow monitoring, ad hoc surveys and research.
2. Conduct regular field missions as required and possible, to monitor data collection operations and guide field teams to ensure data quality.
3. Plan and organize capacity building of IOM’s staff and external stakeholders, especially governmental institutions and other implementing partners, on data collection methodologies and tools. And deliver trainings on DTM data management on a regular basis, providing staff with guidance on technical and soft skills as well as methodologies and traversal aspects such as data protection, accountability and Protection from Sexual Exploitation and Abuse (PSEA)

4. In coordination with the DTM Officer, liaise with partners, such as Governmental institutions, the humanitarian and development community, research actors and universities, on data management aspects to ensure IOM Haiti’s DMU positioning in the country and to enhance the ownership of DMU’s data and activities by these partners

5. Participate in the elaboration of information products (dashboards, reports, maps, etc.), ensuring that the quality of outputs are line with global standards

6. Participate in the dissemination of DMU reports, especially by conducting presentations in various meetings and workshops with partners

7. Closely monitor the evolvement of the overall situation in the country and suggest updates of the data management strategy and/or the design or adaption of data collection methodologies and tools, and draft Standard Operating Procedures as required

8. Participate in the design/update of IOM’s Haiti Data Management strategy, in coordination with the DTM Officer
9. Promote and contribute to the integration and mainstreaming of gender, protection, human rights and other pertinent cross-cutting issues into data collection and management initiatives.

10. Participate in the selection and contracting of implementing partners and other research actors such as universities

11. Participate in projects’ management activities including projects’ financial monitoring and tracking of progress and achievements of projects’ activities and indicators

12. Identify potential areas for project development and contribute to the development of new projects
13. Coordinate in the elaboration projects’ reports, ensuring timely submission and compliance with donor and IOM requirements.
14. Liaise with IOM’s Haiti support units (Logistics, Finance, Security, Administration) as required

15. Provide technical guidance and support to IOM’s Haiti program units on data collection and management initiatives, ensuring coherence between different initiatives within IOM’s Haiti mission

16. Guide and train staff under her/his supervision line, and ensure their capacity building and evaluation of their performances

17. Perform such other duties as may be assigned.


Qualifications réquises

• High School Degree with seven years of relevant professional experience, or Bachelor’s degree or equivalent in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Information Management, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience.
• Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations is required.
• Experience working in international organizations and the humanitarian community, including established coordination mechanisms such as the clusters or sectors is an asset.
• Experience in the development and implementation of data collection exercises is required.
• Experience with Displacement Tracking Matrix is an asset.
• Experience in conduct adult trainings on data collection methodologies and tools is required.
• Experience in managing staff is required.
• Quantitative analysis skills is required.

Languages
Fluency in English, French and Haitian Creole (oral and written). Spanish is desirable.
