Introduction

RTI International is an international organization working in the field of health. Through USAID’s Act to End NTDs | East (Act | East), it supports the Haiti Ministry of Public Health and Population (MSPP) in its fight to eliminate Neglected Tropical Diseases (NTDs), including Lymphatic Filariasis (LF), in Haiti.

The fight against LF, which began in 2001, has intensified in a very short time to become one of the country's flagship public health programs. Annual mass drug administration (MDA) campaigns have been implemented in Haiti since 2001 as a standard intervention for the prevention of intestinal worms and parasites causing filariasis in endemic areas. This success is possible thanks to the unwavering support of a group of partners, including RTI International, which has proven to be a key strategic and operational partner over the years. Now, out of 140 endemic municipalities, only 18 municipalities still require MDA to reach the goal of eliminating LF as a public health problem in Haiti by 2030.


Fonctions

The Procurement Assistant will report to the Procurement & Logistics Manager (PLM) and provide operational and logistical support to ensure the smooth implementation of project activities. The Procurement Assistant will be responsible for assisting the PLM with all project procurement activities and in full compliance with RTI policies and procedures. Supportive functions include processing service contracts, leases, and rental agreements; assisting in coordinating logistics and travel arrangements; preparing and managing tenders and bids, supporting project trainings, workshops, meetings, and surveys in the field, and other duties as assigned.
Responsibilities
• Support the PLM in identifying vendors for utilities, furniture, equipment, programmatic supplies, transportation of supplies and materials outside of Port-au-Prince, and other necessary office and project services, in accordance with RTI procurement policies and procedures and under the supervision of the PLM.
• Provide office procurement support and courier services, including but not limited to, purchasing supplies and materials, paying bills, and delivering packages.
• Prepare or assist in preparing RFQs/RFPs, bid tabulation, purchase orders, and other documentation as necessary for the procurement process.
• Maintain accurate supplier information across various Supplier Database.
• Work with vendors to schedule shipping and delivery times.
• Verify that vendors deliver the correct items and amounts.
• Support the PLM in coordinating with PROMESS (Haiti pharmacological agency) on the delivery of donated medicines and manage their transportation and storage prior to MDA.
• Assist in coordinating the transportation of medicines and diagnostics from Port-au-Prince to project sites throughout Haiti and the reverse supply chain process to return unused materials to Port-au-Prince.
• Assist in the execution of all travel-related procurement tasks (hotels, airline tickets, per diem, etc.) for activities, conferences, workshops, and meetings.
• Assist in receiving, reviewing, and processing incoming procurement requests from project staff, ensuring sufficient clarity on specifications is provided for goods and services.
• Assist the PLM with ensuring that all project-related purchases are reviewed and approved in accordance with the purchase authorization matrix.
• Support in maintaining records of all transactions, ensuring that an efficient filing system for records of all quotations, procurement process, copies of records of expenditure, receiving reports, receipts, local order forms, etc. are maintained and easily accessible by project leadership.
• Assist the PLM with maintaining and auditing project equipment and supplies inventory in RTI’s Asset Management System (RAMS).
• Assist with the processing and maintenance of encumbrances (Fee for Service Contracts, Lease Agreements, Rental Agreements, etc.)
• Support in-country project meetings, workshops, and surveys. This may include booking rooms, coordinating schedules, issuing and tracking meeting invitations, preparing meeting agendas and supporting materials, and preparing meeting notes, as well as dispersing funds in the field.
• Other general administrative duties as assigned.


Qualifications réquises

• Master’s degree and 1 years of experience or Bachelor’s Degree and 3 years of experience
• Experience in procurement, office administration, logistics management, and event planning/meeting coordination.
• Good analytical skills and deadline driven
• Hard worker with good interpersonal skills and high-level of integrity.
• Proficient in Microsoft Office programs, such as Excel
• Good time management and organizational skills
• Excellent communication skills both written and verbal
• Respectful and tolerant; able to work well in a diverse team.
• French fluency required, and bilingual English fluency preferred.
