Fonctions

RESPONSIBILITIES AND ACCOUNTABILITIES:
Under the overall supervision of the Head of operations in Haiti and the direct supervision of the Shelter-NFI-DRR project manager; The Project Assistant will be responsible and accountable for supporting activities related to Shelter, NFI and DRR. The incumbent will be responsible for the following tasks:
As part of the follow-up of construction or repair activities ;
• Monitor the works progress according to time schedule and report the supervisor immediately regarding any deviation and suggest remedial actions.
• Verify that repairs to collective shelters are carried out in accordance with the specifications provided by IOM and according to the construction standards and quality of materials. Record and report any discrepancies
• Implement and organize training on build back safer techniques
• Elaborate a report of the conducted construction works and ensure supportive documentation is available: photographic record, weekly reports and BOQ
• Support assessment, Bill of Quantity (BoQ) calculation, tendering, contracting, monitoring, and reporting in close coordination with the Procurement Unit.
• In coordination with the relevant stakeholder identify the service and concrete infrastructures needs that may benefit local communities well after the displaced population has returned home.
• Follow up with contractors in the areas of progress monitoring, change of orders, contract compliance, quality assurance, and documentation of all interaction prior to payments.
• Participate in the elaboration of the construction guide in cooperation with the key partners of the project.
• Provide necessary information and documentation to the supervisor for the preparation of reports.
• Perform other duties as may be assigned by the supervisor.


Qualifications réquises

EDUCATION, EXPERIENCE AND SKILLS
• University degree in Civil Engineering, Architecture or related field, or an equivalent combination of training and experience. .
• At least three years of relevant professional experience
• Experience in IOM administrative procedures
• Extensive work experience in the field?of construction supervision for at least 3 years.
• Experience in coordination and collaboration with external partners
• Ability to work diplomatically, with empathy and tact.
• Ability to work with people from different backgrounds
• Ability to work in a multicultural environment and in a sometimes difficult and stressful environment

LANGUAGES (IOM’s official languages are English, French, and Spanish)

Fluency in French is required (oral and written). Working knowledge of English.
