Introduction

Meeting Targets and Maintaining Epidemic Control (EpiC), a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. Epic is led by FHI 360 with core partners Right to Care (RTC), Palladium, Population Services International (PSI), and Gobee Group. The project also draws upon regional resource partners to provide technical assistance and global resource partners who bring unique capacities. Epic has been modified to accept COVID-19 funding to prevent, prepare for, respond to, and bolster health systems to address COVID-19 and re-emergence.


Fonctions

The Finance Director manages, prepares, administers, and directs the control of the budget for the Haiti country office. Reviews and approves financial planning and control recommendations, providing relevant fiscal information to the Project Director and HQ team. Develops and manages internal financial audits. Provides leadership and technical guidance for compliance with Sarbanes-Oxley (SOX) legislation. Oversees the management of per diem payments to participants, reviews and approves procurement packages updates budgets, and provides other financial oversight as needed. The successful candidate will work and collaborate closely with the team in the country as well as HQ staff. This position reports to the EpiC Haiti Project Director.

ACCOUNTABILITIES:
• Manages the operational and strategic functions of the Haiti country office finances to ensure compliance and efficiency.
• Reviews and analyzes monthly financial reports regarding budgets- actual and forecast.
• Provides recommendations and consults with management on financial projects and compliances across the Haiti portfolio.
• Develops and implement process improvement plans for the department to ensure financial controls and operational procedures.
• Participates and provides financial reporting for annual budget planning, audit reviews, and assessments.
• Builds and trains staff on financial policies and procedures, Generally Accepted Accounting Principles (GAAP) practices and client relationships.
• Provides financial management and guidance, conducts analyses of financial data, and provides budget analyses for project funds.
• Reviews and prepares required reports to funding agencies to ensure compliance with the donor's requirements, such as preparation of pre-award assessment and subcontract packages for sub-partners.
• Proactively guides and supports respective financial success by providing high-level analytical expertise, implementing business strategies, and developing strong customer relationships.
• Interprets and provides an explanation for discrepancies and variations in financial data.
• Develops or adapts new financial processes and procedures based upon changes in corporate policies, laws, regulations, or industry practices.
• Provides technical assistance to the FHI 360 in-country management team for preparation, review, and validation of budgets, expenditure analysis, and routine review of budget pipelines and burn rates. • Provides guidance/mentoring and coaching to the sub-partners financial teams for compliance with FHI 360 and donor procedures, including the submission of accurate and reliable SFRs.
• Secures and safeguards financial and accounting information and ensures that all finance staff follows safeguarding policies.
• Advises the FHI 360 EpiC director and any other relevant staff on how to make decisions that are aligned with financial accounting procedures.
• Responds promptly to requests for financial information from HQ staff.
• Reviews SFRs and advance requests from partners • Any other relevant tasks requested by the supervisor. Supervision Given/Received: • Reports to Project Director Typical Physical Demands: • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs. Technology to use: • Personal Computer, Microsoft Office 365 (i.e., Word, Excel, PowerPoint, etc) email, telephone, printer, calculator, copier, cell phones, PDAs, and other handheld devices. Travel Requirements: • Less than 10%


Qualifications réquises

ACADEMIC QUALIFICATIONS & REQUIRED EXPERIENCES:
• Bachelor's Degree in Accounting/Finance or MBA.
• Requires a minimum of 8+ years of finance management experience (including 3+ years of line management experience).
• Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
• Experience applying U.S. Government grants, contracting, and auditing standards as they apply to the effective management of multi-year funds.
• Proven experience in transferring knowledge into an operational plan with clients’ collaboration and sustainable buy-in.
• Substantial experience using computerized financial information systems.
• Must be able to read, write, and speak fluent English and French; fluent in Haitian Creole desirable.
