Fonctions

ACCOUNTABILITIES :

Drivers and Vehicle Fleet management:

• Prepare the work rotation of the drivers and decide who should be assigned to the field missions based on this rotation.
• Create and implement a simple technical field trip report form for the drivers to allow reporting on mechanical, technical, logistical, and security issues noted during the trip.
• Receive and analyze field reports from drivers and take appropriate actions to address the issues presented in those reports.
• Make follow-ups with vehicle shops repair and auto parts vendors to find spare parts and ensure that broken-down vehicles are satisfactorily fixed.
• Create a logbook for each vehicle, train the driver on how to fill it out, and verify periodically whether this logbook is regularly filled out by each driver.
• Ensure that each driver has onboard a visitor form to be filled out by passengers that board the vehicles under circumstances such as express requests from partners, family members, etc.
• Create and place onboard of each vehicle an urgent medical kit and instruct the drivers to ensure that this kit is always available.
• Provide security training to each driver, especially about safe driving, responsible behavior on time, and areas of potential safety risks such as street protests or riots, car-jacking attempts, and abduction attempts.
• Ensure that the whole vehicle fleet has its legal paperwork and insurance in order by having a tracker indicating when each legal documents need to be renewed.
• Having regular meetings with the drivers to discuss logistics issues, and field reports, and transmit to them new instructions and policy decisions to be aware of.
• Supervise, coach, and assist drivers in fulfilling administrative tasks such as, but not limited to, setting up and reviewing performance objectives, preparing, and submitting timesheets.
• coordinate and monitor Fuel Staff consumption.
• Participate in competence monitoring and performance assessment of own staff and others as per request.
• Settle the related administrative formalities (insurance - registration card and others).
• Manage shuttle vehicles' use, fuel supply, consumption, and availability for necessary trips.
• Organize the distribution of fuel allocations for internal consumption, Bailout, and Balance control and ensure regular recharge of fuel cards if applicable.

Office Logistics:

• Create and keep an inventory list of all office equipment, motor vehicles, and supplies located at the main and satellite office of FHI360.
• Create a tag number for each piece of equipment and office furniture and ensure that each piece of equipment and office furniture is appropriately and visibly tagged.
• Ensure that equipment and supplies newly procured and delivered by vendors are safely and appropriately warehoused.
• Create a warehouse inventory list; approve and supervise any exit of equipment and supplies from the warehouse; and adjust accordingly to the warehouse’s inventory list.
• Receive service providers contracted to perform maintenance and repair work at the office; supervise and verify whether the work is performed according to the scope of work and contract signed with the vendors.
• Prepare a delivery voucher in double copies to be signed by recipients for any equipment or supplies offered by the FHI360 Haiti office to (satellite offices), sub-awardees, and external partners.
• Ensure that a logbook is available and filled regularly for the power generator and determine when maintenance service should be done.


Qualifications réquises

KNOWLEDGE AND SKILLS REQUIRED :
• Bachelor’s degree in engineering or an associate degree/Higher Diploma in a technical subject.
• Basic knowledge of NGO’s requirements and regulations.
• PC Literacy – MS Office Certified User, proficient in MS Outlook, MS Word, Excel, and MS PowerPoint.
• Strong assessment, evaluation, analysis, and strategic planning skills.
• Demonstrated ability to manage and work under stressful conditions.
• Ability to analyze data such as reviewing supplier quotations and being able to prepare required reports in Excel and any other required software.
• Able to self-plan, motivate, and deliver results.
• Demonstrates enthusiasm and an attitude to work well with others in teams.
• Good interpersonal skills with the proven ability to supervise people.
• Expresses confidence in dealing with suppliers.
• Excellent oral and written communication skills in both French and English.

SUPERVISION GIVEN /RECEIVED :
• Manages staff to meet organizational strategic goals.
• Accounts for the budget, procedures, and training of staff to achieve results.
• Develops and recommends solutions to management to meet the internal and external needs of the company.
• Reports to the Human & Administration Manager





EXPERIENCE:
• Typically requires 3-5 years of relevant experience in the logistics or transport field.
• Substantial and documented, prior experience as a trainer and training skills – the ability to develop, implement, facilitate, and impart learning to a wide range of audiences.
• Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area.
• Experience in developing logistics strategies for humanitarian operations, previous security experience preferred.
• Experience operating in insecure environments.

Technology to be Used:
• Personal Computer, Microsoft Office 365 (i.e., Word, Excel, PowerPoint, e-mail), office telephone, cell phone, and printer/copier.

Travel Requirements:
• Greater than 25%
