Introduction

Chemonics seeks a long-term Senior Commodity Procurement & Lab Manager for the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project in Haiti. The Senior Commodity Procurement & Lab Manager will direct and manage the procurement, shipping, VAT exemptions and laboratory stock management activities under the GHSC-PSM contract. The Senior Manager will coordinate and liaise with other partners, such as USAID, LNSP, PNLS and suppliers, to ensure the timely ordering and delivering to the last miles of Lab commodities based on national supply chain. He/she will also assist in the supply chain management of family planning methods as well as laboratory reagents and consumables to support HIV/AIDS care and treatment and other programs. Additionally, he/she will ensure approved lab PEPFAR equipment are covered with Maintenance and Service agreement and appropriate consumption data are collected on a regular basis. The USAID GHSC-PSM project helps ensure the uninterrupted supply of health commodities in support of U.S. government-funded public health initiatives around the world. The Procurement and Supply Management project is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. The Haiti office works under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities (including ARVs, laboratory reagents and equipment, opportunistic infections drugs, family planning methods etc.) and supply chain technical assistance to the Haitian Ministry of Health.


Fonctions

Responsibilities Include:

Commodity Procurement

• Supervise, lead, and manage a team of GHSC-PSM Procurement Specialist and Shipping Officers (SO) in full accordance with GHSC-PSM policies, Standard Operating Procedures (SOPs) and Work Instructions
• Provide instructions and guidance to the team for the efficient and adequate management of GHSC-PSM orders from RFQ/P to invoice payment including priority classification
• Coordinate regularly with GHSC-PSM sourcing team at the home office regarding procurement policies, process and procedures and report any difficulties encountered in the fulfilment of the procurement requirements in Haiti
• Ensure that sourcing and procurement activities for health supplies (medicines, consumables, equipment, lab supplies, etc.) support USAID and Ministry of Health objectives and are aligned with GHSC-PSM project wide objectives.
• Manage and monitor a budget of about 15 million US dollars to procure 1) family planning methods and 2) HIV pharmaceutical and laboratory related commodities under the PEPFAR/HIV and CDC funded project
• Coordinate closely with Senior Management to ensure rational and timely procurement of Family Planning methods, ARVs, OI drugs, RTKs, and laboratory commodities and other HIV/AIDS and other endemic diseases-related commodities, as required
• Ensure service contracts and subcontractors are properly managed so that services are provided, and payments are made in compliance with the terms and conditions of the contracts
• Manage the selection of suppliers and ensure local suppliers meet the minimum requirement trough the pre-qualification process and appraise their performance on a regular basis
• Manage the relationship between the Procurement Department with all the counterparts including effective and prompt communication with the donor.
• Prepare and submit accurate timely reports of procurement actions and orders status to the leadership and/or clients
• Facilitate and support the development and execution of a long-term strategy to improve quality and timeliness of procurement activities and ensure that operational objectives are achieved
• Ensure that best practices in procurement and supplier management are implemented and that procurement activities comply with aid donor regulations (USAID and FAR) and guidelines.
• Maintain strong working relationships and lead rigorous contract negotiations with strategic suppliers to ensure that cost, quality, and delivery targets are met.
• Facilitate communication and troubleshoot issues between the field office and the Global Supply Chain team.
• Answer timely responses to complex procurement questions from the donors (USAID and CDC)
• Coordinate with Freight & Logistic for prompt contribution and/or handling of shipping, delivery and clearance and ensure incidents are reported as per GHSC-PSM policies
• Lead the Sales tax exoneration process with the U.S. Embassy and ensure all GHSC-PSM procurement are submitted to the USAID/Haiti mission and processed through the Ministry of Foreign Affairs with Memorandums obtained from the Ministry of Finance.


Laboratory Management

• Supervise the laboratory advisor and oversee the laboratory supply chain activities for the GHSC-PSM Haiti and provide with appropriate managerial guidance
• Responsible for implementation of lab supply chain policies, procedures, and best practices within the GHSC-PSM Haiti project.
• Collect information on innovations, best practices, and positive outcomes in laboratory logistics systems strengthening
• Participate in the GHCS-PSM laboratory Technical Working Group as well as appropriate external technical collaboration with USAID, LNSP, other donors not limited to the Global Fund and its Principal Recipient World Vision
• Overseeing the lab stock management included robust data management and distribution of lab commodities to the USG supported health facilities
• Work with the lab team to ensure that monthly consumption and inventory reports are shared or collected from USG supported sites in a timely manner with an emphasize on VL & EID stock data,
• Work with Lab team, quantification, and data unit to maintain an appropriate stock level of all lab commodities to avoid shortages and oversupply at both central and sites level
• Provide managerial support to assist in cluster for the National Quantification of lab commodities
• Participate actively in the elaboration of Lab COP budget including the SPT and FAST tool and ensure activities are implemented against approved budget and work plan
• Ensure communication with GHSC-PSM home office and USAID for all issues related to expansion of the viral load scale up and decentralization.
• Participate in the identification, approval, and the execution of STTA as needed for lab activities
• Participate actively in the negotiation and implementation of laboratory analyzers all-inclusive rental agreement
• Support the laboratory logistics team efforts to secure approvals and to coordinate procurement and installation of laboratory equipment and ensure Maintenance and Repair agreement are in place especially M2000 Abbott analyzers
• Propose strategies, and support implementation, to resolve communication issues with the National Lab and the key stakeholders and ensure appropriate information sharing on viral load monitoring implementation status
• With the support of the Lab team, participate actively in the implementation of the new Warehouse Management Information System (WMIS)
• Work with the warehouse team to ensure Lab products are being stored as required by the manufacturer and in accordance with MOH Good Storage Practice.
• Perform other duties as may be assigned by the Deputy Country Director


Qualifications réquises

Qualifications:

? Master’s degree in health supply chain, Procurement, Laboratory, Management, Public Health or Business is required.
? Minimum 7 years of experience executing and/or managing commodity procurements funded by international donors, including at least three years of experience managing procurements of health-related commodities required.
? A minimum of a year of demonstrated success leading/mentoring a team to fulfill objectives
? Experience with conflict resolution preferred
? Demonstrated experience working in projects in the Haiti public health sector required
? Experiences with laboratory equipment maintenance and service contract negotiation as well as with the management of lab consumable and reagents supply and distribution agreements.
? Experience in transport and logistics (international freight forwarding, import/export regulations including INCO terms and custom clearance procedures) is required
? Proven, successful experience communicating and collaborating effectively with national and sub-national governments, international donors, commercial companies, non-governmental organizations, and other program partners preferred
? Knowledge of US Government Federal Acquisition Regulations is required
? Proven ability to work both independently with little supervision, as well as part of a team
? Demonstrated leadership, versatility, and integrity
? Excellent oral and written communication in French, English required, and Haitian Creole strongly preferred
? Strong computer skills, including knowledge of Windows and Microsoft Office applications including Outlook, Word, Excel, and PowerPoint.
Experience using Automated Requisition Tracking Management Information System (ARTMIS), the cloud-based procurement application that supports GHSC-PSM, is preferred.
