Introduction

The Institut pour la Santé la Population et le Développement (ISPD) is a non-profit organization working primarily in the health sector in Haiti providing technical support to the Ministry of Health through the National AIDS Control Program (PNLS) and the Department of Family Health (DSF) to improve the quality of services provided to the Haitian population including HIV care and maternal health services, and the prevention and management of childhood illness.

ISPD is currently looking for qualified candidates for a finance manager position for a project funded by the United States Agency for International Development (USAID). Under the direct supervision of the Executive Director the incumbent will oversee all financial aspects of the project.


Fonctions

• Organize and administer an efficient and effective system for managing project financial matters in compliance with all applicable requirements;
• Oversee financial aspects of the project including bookkeeping, bank accounts and cash flow, and manage project funds for appropriate execution of the project;
• Ensure that adequate and appropriate internal controls are in place in compliance with USAID policies and procedures to meet generally recognized accounting standards;
• Ensure that project expenditures are in line with the approved budget;
• Handle cash management including preparation of funding requests, providing cash flow forecasts while monitoring cash balances and revision of bank reconciliations;
• Prepare the annual budget projections jointly with the technical staff;
• Prepare monthly, quarterly and annual financial reports, and request advances from funding agencies to ensure adequate cash flow to support project expenses;
• Ensure that all project activities are carried out within minimal risk and that the organization is not exposed to risk of resources waste, misappropriations and fraudulent activities;
• Manage financial aspects of all sub-agreements under the project;
• Monitor financial compliance of sub-grantees and bring any potential non-compliance issues to the attention of the program leads;
• Ensure compliance through adherence to relevant policies and procedures as well as assisting with audit preparation and queries;
• Regularly mentor project staff to build their capacities on financial management and accountability to enable the team in applying such support services as integral components, as they execute their roles and responsibilities in the project;
• Serve as the principal point of contact to USAID in these areas.


Qualifications réquises

• Bachelor's degree from an accredited university in Finance, Accounting, or a related field;
• At least eight (8) years of experience in finance, accounting and/or financial management including the management and oversight of donor-funded project budgets and financial reporting;
• Demonstrated experience in financial management, especially for large, complex, national-level projects;
• Strong knowledge of financial accounting software, including SAGE 300 (Accpac), USAID and PEPFAR financial dashboards (DATIM, DevResults, etc.), and related computer applications especially Excel, MS Word;
• Strong interpersonal, oral and written communication skills in French and English (at least level IV in English);
• Exceptional organisational and administrative skills together with attention to detail;
• Ordered and systematic approach;
• Able to prioritize own work load and meet deadlines;
• Self-motivated, able to work independently and as part of a multidisciplinary team;
• Ability to handle a varied, busy and pressurized work load with competing demands on time;
• Excellent interpersonal skills and the ability to work with staff at all levels;
• Tactful and customer focused.
