Fonctions

RESPONSIBILITIES AND ACCOUNTABILITIES:
Under the overall and direct supervision of IOM Field Security Officer, the incumbent will be responsible to perform the following duties:

1. Assist the FSO with the administration of the OSS Security guards, including the armed Security Guards, who are retained under contract to provide 24/7 security at all IOM offices/sub-offices, including private residences of international consultants/staff members.

2. As required respond to all security incidents affecting IOM international and national staff and their dependents by liaising with the Security Operations Center (SOC), or HNP and other relevant authorities to implement necessary action.

3. Notify the FSO, Chief of Sub-Office, Chief of Mission (CoM), and Resource Management Officer (RMO), and/or members of HAG (as and when required) of any emergency and security incident(s) involving any IOM member or other mission occurrences with possible impact on IOM programs, projects, and operations.

4. Provide IOM staff with security information, daily security routines flow (SMS, e-mails etc.) via SCAAN, WhatsApp, Signal, IOM email, SMS, national/international Security, warden list, Emergency Notification.

5. As Required effective and regular communication with UNDSS, and HNP to exchange information on the security environment for the smooth implementation of IOM operations.

6. Assist the FSO in establishing, maintaining, and testing the IOM warden system.

7. Assist the FSO to organize training courses and security issues/awareness and Preparedness such as the SSAFE training session through the office of the Field Security Coordination Officer (FSCO) and the OIC SSAFE training and his/her staff.

8. As required liaise with UNDSS enabling all new National and Internationally appointed IOM staff members to receive the area specific security briefing.

9. Assist in monitoring the local security and political situation and to advise the FSO on important events/incidents.

10. Assist in planning, coordinating, preparing and conducting field missions including tracking of staff, and perform regular security assessments, training, security briefings, in the area of responsibility to support safe and effective program delivery.

11. Submit safety issues to the supervisor and suggest what action should be taken if necessary.

12. Assist in monitoring and reporting to the supervision on any inadequacies of the following aspects of the physical security systems:
- Security Guards scheduling and conduct
- Access control points
- Identification cards control
- Surveillance devices such as CCTV functionality
- Fire safety prevention, maintain and conduct monthly firefighting equipment and safety equipment inventory, early warning, alert, assist on building evacuation drills.

13. Support and assist IOM staff with UN mandatory security training programs.

14. Draft informal translations of security related documents from English to French and vice versa as required especially when monitoring media sources. (Local and international sources to support basic security analysis trends patterns only at local level.

15. Perform other security/safety duties assigned by the FSO.


Qualifications réquises

EDUCATION, EXPERIENCE AND SKILLS

• Completion of secondary/High School education with confirmed Diploma/Certificate. Training with National Police, Military Forces or Private Security Enterprises is an asset.

Minimum five years’ experience as a Security Guard, Police Officer or within the Military Services. Demonstrate team discipline, dedication, and reporting capability. Ability to cope with long hours.
• Ability to work in a multi-ethnic environment with sensitivity and respect for diversity, including gender balance. Ability to resolve conflicts among staff. Responsibility, initiative and alertness, physical fitness, emotional stability, and neatness. Good judgment in security operations skills to resolve a range of security issues and problems.
• Professional and courteous attitude and the ability to work in a stressful environment.
• Excellent knowledge of United Nations security policies, procedures, and practices.
• Local Security Assistant (UN LSA) training certificate is an asset.

• French and Creole are required.
• English good speaking skills and working knowledge.
