Introduction

HEI/SBH is seeking a Senior Local Capacity Development Advisor for a five-year USAID-funded health service delivery project launched in 2022. The scope of the project is to expand access to and availability of sexual, reproductive, maternal, newborn, child, and adolescent health, nutrition, family planning, HIV, and tuberculosis health care and water, sanitation, and hygiene services in Haiti.
The activity will have 3 key objectives:
1. Improve outcomes in sexual, reproductive, maternal, newborn, child and adolescent health, nutrition, healthcare and water, sanitation, and hygiene services through the provision of quality service delivery;
2. Provide comprehensive HIV services to achieve epidemic control; and
3. Improve the quality of care, responsiveness to epidemic shocks, community empowerment, data for results, and resource optimization to create resilient health systems.
The Senior Local Capacity Development Advisor will lead the development and implementation of the applicant's capacity-building program that will particularly support a resilient, Haitian-led approach to integrated health services. The work will entail capacity-building support to the local organizations, actors, and host government personnel directly involved in implementing the Activity. The ideal candidate would be local.


Fonctions

Roles and Responsibilities:
• Provide technical solutions for regional teams on local capacity strengthening
• Network with stakeholders and other experts to ensure that activity approaches reflect proven capacity strengthening approaches
• Oversee and lead the delivery of capacity strengthening initiatives locally for staff and partners through helping develop learning and training strategies and agendas/curriculums
• Organize and/or facilitate trainings, workshops, and conferences; and mentoring and coaching staff in innovative approaches and tools
• Provide mentoring and coaching to technical advisors, and regional staff
• Ensure that capacity strengthening solutions packages are designed and used for effective capacity strengthening with partner entities
• Establish and oversee processes conducive to collective learning that ensure the capturing, documenting, and sharing of key successes
• Undertake any other tasks as assigned by the Chief of Party


Qualifications réquises

• A master’s degree in public administration, public policy, business administration, communications, public health, international development, or other relevant health or public administration background
• Experience working with local health organizations in Haiti
• Demonstrated experience in needs and capacity assessment, design of capacity-building programs and training, facilitation, monitoring and evaluation, and capacity-strengthening processes
• Skills with Microsoft application, Word, Excel, PowerPoint
• Strong oral and written communication and presentations skills in French and English; working knowledge of Haitian Creole is highly desired
• Frequent travel required throughout the southern peninsula of Haiti
• Excellent relationship management skills with the ability to influence and get buy-in from people not under their direct supervision and to work with individuals in diverse geographical and cultural settings
