Activity Summary:
The USAID/Haiti Programme d’Appui à la Rentabilisation de l’Elevage (PARE) is a five-year activity implemented by Land O’Lakes Venture37. The PARE activity aims to improve the resilience capacities to enable households and communities to withstand recurrent shocks and stresses, while helping them experience increased food security. The purpose of PARE is to increase the resilience of households and communities in the Northern and Southern Resilience Focus Zones through the improvement of the livestock market system. Its three main objectives are to:

1) Improve productivity of the livestock sector in the resilience focus zones;
2) Increase the accessibility of inputs and services in the livestock market system; and
3) Improve marketing and private sector engagement in the sector.

The activity aims to advance livestock production (cattle, poultry, goats, sheep, eggs, and dairy) market systems and to diversify incomes to increase the resilience of communities in two Resilience Focus Zones (RFZ) - one is located in the southern region (South Department) and the other in parts of the north (North, Northeast and Plateau Central Departments). The Activity will address key opportunities and constraints to increase livestock productivity, facilitate private sector engagement, and manage environmental and natural resource considerations. PARE will build upon lessons learned from past USAID and other donor funded activities and will coordinate closely with existing and planned USAID and other development partner programs and will align with the Government of Haiti’s priorities.

Fonctions

Position Summary: The Monitoring, Evaluation, and Learning (MEL) Manager will lead the development and implementation of a MEL system for the Activity. This will include developing and refining a MEL Plan that defines the key indicators, data collection tools and processes, overseeing quality data collection, and analysis and ensuring ongoing learning and adaptive management on the Activity. This position is in the PARE office in Cap Haitian. The MEL Manager will report to the Chief of Party and will have one direct report, a Monitoring, Evaluation and Learning Specialist and provide technical guidance to the MEL Specialist that is an employee of a subcontractor.
Primary Responsibilities:
• Lead the development and oversight of the PARE MEL Plan and update as necessary throughout the life of the project;
• Oversee a team of two MEL Specialists, one based in the North and the other in the South, including setting their priorities and overseeing the quality of their work.
• Train all project staff and key partners in their role in project monitoring and evaluation;
• Manage a tablet-based data collection platform, including training staff and ensuring timely data entry and cleaning;
• Lead the hiring, management and oversight of any potential external evaluation partners and/or consultants for evaluations and research, including developing scopes of work, reviewing survey design, conducting quality control of the work, and reviewing final reports.
• Regularly review data collection processes, including regular field visits and data quality assessments, and adjust processes as needed;
• Lead the development, coordination and implementation of learning and adaptation events both internally and externally;
• Provide regular updates on project progress against key metrics to the Chief of Party for inclusion in donor reports, work planning and learning events;
• Assist project staff to use project data to report and disseminate evidence of project work to the wider community, USAID, Venture37, Host Government, and other external stakeholders;
• Demonstrate the highest degree of integrity throughout all activities, and raise any concerns with implementation quality immediately with the Chief of Party.


Qualifications réquises

Required Skills and Qualifications:
• A master’s degree in monitoring and evaluation, economics, statistics, or related field
• A minimum of 7 years demonstrated experience in leading monitoring, evaluation, and learning of development projects in Haiti or the Caribbean, with at least 3 years of experience in a management role.
• Excellent quantitative and qualitative data collection and analysis skills
• Highly developed conceptual, analytical and innovative problem-solving ability
• Ability to establish priorities and to plan, coordinate and monitor tasks
• Ability to independently and proactively work as a team member with minimum day-to-day oversight
• Strong writing and oral presentation skills;
• Experience with electronic data collection
• Proficiency in statistical software (e.g., Stata, SPSS).
• Computer literacy and competency in use of Microsoft Office software
• Fluency in written and spoken Haitian Creole, English and French.

Preferred Skills and Qualifications:
• Experience in monitoring, evaluation and learning of USAID projects
• Experience with monitoring, evaluation and learning of development programs in Haiti, especially of agricultural programs
