Fonctions

Under the overall supervision of Resource management officer (RMO) in Haiti and the direct supervision of the Supply Chain Officer, the incumbent shall be responsible and accountable for the supervision of the procurement function of IOM in Haiti, in accordance with the Organization’s regulations and procedures. the National Supply Chain Officer is responsible for the following functions:

1- Oversee the sourcing, identification, accreditation, and evaluation of vendors/contractors for the mission. Regularly review and update the mission’s official vendors’ list.

2- Coordinate and supervise the work and activities of procurement assistants.

3- Work with the Procurement Unit as well as with Program Managers/Unit Heads, in preparing procurement plans for goods/works/services required by the mission.

4- Put in place frame agreements/long term agreements with vendors/service providers of goods and services that are traditionally needed by the mission.

5- Draft procurement/service contracts are needed to support the mission’s operation and ensure proper review and approval of the draft contracts before finalizing them.

6- Ensure that IOM assets including motor vehicles are properly insured. Oversee the administration of insurance claims.


7- Work closely in reviewing and updating the mission’s permanent instruction for procurement.

8- Oversee and coordinate the functions of Logistics Unit in the absence of the Head of Logistics.

9- Work with the Head of Logistics Unit in ensuring the establishments of long-term agreements or frame agreement for common services, including maintenance of buildings, maintenance of the fleet of IOM vehicles and other common support services of the Mission.

10- Perform other related duties as assigned.


Qualifications réquises

• University degree in Business Administration or Logistics or any related fields.
• Experience in Procurement and contract management, Asset management, Vendor management, administrative, financial, and internal control procedures.
• Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis; and,
• Experience supervising the development and implementation of administrative control procedures.
• Strong analytical, planning and people management skills.
• Ability to prepare clear and concise reports.
• An excellent degree of computer literacy, in particular experience in computerized accounting systems including SAP/FIORI/SAP application is required.
• Excellent communication skills.
• Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking.
• Ability to supervise staff and coordinate activities, to lead and coach individuals, and to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.

• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

Thorough knowledge of English and French required. Spanish is an advantage.
