Introduction

PROJECT: Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) Haiti

Background: The Procurement and Supply Management project will be the primary vehicle through which USAID will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The Haiti office will work under two of the project’s task orders (HIV/AIDS and Population and Reproductive Health) to provide commodities and supply chain technical assistance.

Position Purpose:

The General Services Officer is overseeing all maintenance activities, facilities and external utilities in the Office and the Warehouse. He/she will be responsible of ensuring that the site assets are managed in a manner that sustains serviceability, provides staff with a safe and well-maintained work environment. He/she will oversee the complete spectrum of facilities services including maintenance services. He/she supervises, organizes, plans and directs repairs, maintenance, and general handling for the well-functioning of the general operations within the Warehouse and the offices.


Fonctions

Specific tasks to be completed under this SOW are as follows:

Facilities Management
• Coordinates and manages maintenance and repair services for all warehouse equipment and office building
• Acts as the contact for emergency situations that affect the Office/Warehouse ability to function normally
• Plans and directs essential central services such as maintenance, and small retrofitting works
• Verifies that agreed work by staff or contractors has been completed satisfactorily and following up on any deficiencies
• Conducts regular walk through of the facility to ensure all equipment are in working order
• Arranges for general maintenance of office/house equipment, fixtures and fittings as necessary
• Ensure the maintenance service of the inverters, generators and batteries is completed regularly in accordance with calendar
• Conducts regular checks of all equipment repaired, fixed and fitted, and reports to Supervisor
• Assesses and verifies the need of requested of parts, materials and equipment made by contractors and suppliers
• Identifies facilities issues and requests services to resolves them
• Follows up with Procurement any purchase of facilities parts, materials and equipment
• Issues and keeps track of all inspection of the sites
• Supervises all services of: paint, carpentry, plumbing and masonry
• Drafts SOW’s for any needed maintenance or repair services for the office and the warehouse

Emergency Management
• Responds appropriately to emergencies or urgent issues as they arise
• Identifies and recommends actions
• Ensures to be permanently available in case of emergency during non-working hours

Payment of suppliers & service follow-up and planning
• Approves deliverables of service providers for payment

Inventory Management
• In charge of the Inventory Management for project equipment’s
• Supervise the Inventory and Material Control Assistant


Qualifications réquises

Job Qualifications
• Degree preferred in industrial engineering or related field
• Have a minimum of 3-5 years relevant work experience
• Experience managing facility maintenance
• Experience working in teams
• General awareness and knowledge of Office programs including MS Word, Power Point, Excel and spreadsheets
• Fluency in Creole and French, English (preferred)


Conditions de travail

The General Services Officer will report to the Operations Manager. Chemonics may amend the SOW for this assignment in consultation with the employee.
