Job Summary:
RTI is currently accepting applications for an HIS Informatics Analyst This position is for the USAID-funded Country Health Information Systems and Data Use program (CHISU) in Haiti, implemented by JSI Research & Training Institute, Inc. with RTI International (RTI), Vital Strategies, Macro-Eyes, Jembi Health Systems, and Global Evaluation and Monitoring Network for Health (GEMNet-Health). This activity aims to strengthen health information systems, interoperable information architecture and data use, and support Haiti’s self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.

The HIS Informatics Analyst is a key member of the project technical team. S/he will serve as the key point of contact between the project and the MSPP/UEP for MSPP SISNU implementation in assigned departments. S/he will provide support to both SISNU at field sites and to the national MSPP to ensure effective use of SISNU data. The HIS Informatics Analyst will work closely with both CHISU and MSPP staff to assist in the utilization of DHIS2 at the national, departmental, and community levels in Haiti. The HIS Informatics Analyst may perform any other related duties as assigned. This position is based in Port-au-Prince, Haiti, with up to 30% travel to the field.

Essential Duties:
Analysis
• Contribute to the requirements gathering process to address data needs of supported programs into DHIS2 configuration
• Support the technical design, architecture of DHIS2 applications
• Analyze data and identify data integrity issues with the existing systems and recommend solutions
Documentation
• Write technical documentation and requirements documentation for DHIS2 system configuration and implementation
• Write technical procedures and documentations for application administration management, end users management and data use management
• Develop:
• Needs analysis files;
• Technical design files;
• Intervention reports (application maintenance);
• User and technical documentation
• Systems documentation, training materials and user guide
• Data use management documentation
Coding / Tests / Implementation / Monitoring of activities
• Ensure that applications/system are configured, coded per design specifications.
• Design and implement database schemas and architecture;
• Follow project management best practices during activity implementation including
• Get sign-off on requirements from stakeholders;
• Estimate efforts for scope changes;
• Document all project steps, risks, scope updates;
• Develop test plans for applications or technical environment;
• Contribute to the implementation of the technical infrastructure;
• Provide training to end users or trainers.
Technical Support/Maintenance
• Assist in troubleshooting software application issues
• Troubleshoot technical issues and identify modifications needs in existing applications to meet changing user requirements
• Provide support (end users) for applications developed or entrusted to his/her care;

Minimum Required Education & Experience
Bachelor's Degree and 10 years of experience, Master's degree and 5 years of experience, PhD and 3 years of experience, or equivalent combination of education and experience in Computer Science or Information Systems or database administration.

Skills & Abilities
• Experience in DHIS2 system configuration and implementation,
• Good knowledge of DHIS2 Tracker
• Technical experience with systems networking, databases, web development and user support
• Good background in Database design in Microsoft SQL, Postgres SQL and Access
• Proficient in Python, R
• Strong analytical and problem-solving skills
• Self-motivated with the ability to prioritize, meet deadlines and manage changing priorities
• Must be fluent in French and creole with strong oral and written communication skills in English.
