Introduction

Recognizing the importance of addressing inequities to ensure the immunization coverage and the health of every child, Gavi’s most recent five-year strategy (5.0: 2021-2025) focuses on zero dose (ZD) children and missed communities. Gavi’s 5.0 strategy and goals align with the World Health Organization’s (WHO) Immunization Agenda 2030 and its targets of a 25% reduction in the number of zero-dose children by 2020 and a reduction of 50% by 2030. Gavi’s equity approaches center around “strengthening primary healthcare systems, building and sustaining community demand, addressing gender barriers and using innovation to ensure that immunization services reach these children.”
To access Equity Access Fund (EAF) funding for Haiti, countries will need to perform analysis on how many, who, and where zero-dose children and missed communities and individuals are, as well as the barriers to reach them. This project will consolidate and build on the evidence base regarding the prevalence, distribution, and determinants of inequitable and under-immunization in Haiti. This work will effectively prepare the Expanded Programme for Immunization (EPI) to submit a quality proposal for Gavi support.

The purpose of this consultancy is to support the development of a comprehensive EAF application package, including all relevant annexes. The Technical Facilitator will provide support to JSI and EPI colleagues to develop a Theory of Change and monitoring and evaluation plan. The Technical Facilitator will also support the development of project activities, work plans, and budgets by coordinating with all relevant partners. The Technical Facilitator will schedule and facilitate meetings between partners and the EPI to ensure all parts of the application are completed.


Fonctions

The Technical Facilitator will complete the following specific tasks:

- Plan and facilitate human centered design sessions with EPI and partners to develop new, tailored, and sustainable ideas/solutions that address challenges identified during the desk review and/or primary data collection.
- Coordinate with partners and EPI to ensure a complete technical portion of the EAF proposal.
- Support the development of a monitoring, evaluation, and learning plan as a part of the EAF proposal
- Lead the writing of a supporting narrative in alignment with all requirements laid out by the EAF RFP.
- Ensure the final EAF proposal is complete including all excel and word documents, and any relevant annexes as required by Gavi.


Qualifications réquises

- Strong knowledge in Public Health, Monitoring and Evaluation, and Immunization
- Post-graduate degree in public health or equivalent and at least 8 years of experience in developing countries at national and sub-national levels;
- Ability to coordinate with and lead a wide range of stakeholders in developing various components of the proposal in person and virtually as needed.
- Knowledge of Human Centered Design (HCD) practices and at least 3 years experience implementing HCD approaches.
- At least 3 years experience in developing theories of change.
- Strong Excel skills required including: Formatting cells and conditional formatting; producing pivot tables; generating charts in excel; setting up data protection and validation; advanced use of filters and formulae and other data manipulation functions to increase speed of data entry and cleaning of primary data
- Familiarity with routine immunization, immunization-related projects, and the Gavi Zero-Dose Strategy and Learning Agenda
- Experience with developing and submitting proposals to Gavi.
- Detail oriented, with good time management skills
- Creole-French written and spoken required. English written and spoken desirable.
- Excellent written and oral communication and computer skills.
Familiarity with primary healthcare, the Haitian health system, and immunization stakeholders preferred
- Ability to travel up to 15% of the time to the field required
