Introduction

Ranfòse Santé is a U.S. Agency for International Development (USAID) project in Haiti implemented by the Saint Boniface Haiti Foundation to support the Ministry of Public Health and Population (MSPP) in the delivery of health services in clinical sites and in the community in the four departments of Haiti's Southern region. Ranfòse Santé aims to strengthen local management and operational capacities to provide health services and improve access to and use of quality health services.

The RBF and Management Technical Lead plays a critical role in the implementation of Ranfòse Santé. Under the general supervision of the DCOP, the RBF Technical Lead works to improve/strengthen the existing systems through the implementation of a result based financing strategy that assists sustainable changes throughout the health system. S/he will work closely with other Technical Lead counterparts to develop, coordinate, implement and evaluate RBF programs and related activities. The RBF technical Lead will provide technical assistance, implementation support and oversight, and capacity building to the site teams, especially to the M&E and Governance Coordinators.


Fonctions

- Work in coordination with key consortium partners to provide technically sound perspectives and implementation strategies within the RBF technical working group and relevant stakeholders.
- Work closely with other technical leads to ensure an integrated approach and a uniform implementation all across the country, participate in designing, implementing, monitoring and evaluation of appropriate and sustainable strategies to achieve project targets.
- Provide technical support to and oversight of field implementation of RBF activities, to include development of health facility business plans; contract negotiation and contract management; strategic purchasing; ex-ante and ex-post verification; managing the public front-end and database; community client satisfaction surveys; quality counter-verification;
- Participate in capacity needs assessments for health-facilities staff, Ranfòse Santé staff and government level personnel (DDS) and develop documentation, effective tools and approaches for health financing/RBF activities.
- Create and conduct appropriate trainings/sensitization sessions for health-facilities, Ranfòse Santé staff and government level personnel, especially with regard to health financing, health management and RBF.
- Provide technical support to the site and site teams during the development of work-plans, business plan and participate in the planning and budgeting activities.
- Coordinates regular technical support, mentorship and supervision of sites teams.
- Work closely with M&E for on-going data tracking in regards to RBF indicators.
- Participate in multi-disciplinary team meetings, attend all required meetings and other training as required.
- Anticipate needs and respond to concerns.
- Ensure the effective use and coordination of technical resources.
- Conduct sites visits with site teams.
- Represent the Ranfòse Santé RBF program with national authorities, NGOs, and donors at conferences, workshops, etc. where issues related to Performance Based Financing, health planning, health financing, health systems strengthening, etc. are discussed.
- Operationalize the RBF monitoring and evaluation and capacity building activities as described in the national RBF manual and Project Implementation Plan.
- Create, using the implementation oriented coordination mechanism in each department, a system of ongoing intensified performance evaluations and data analysis capacities;
- In close collaboration with the Ranfòse Santé team and MOH, provide inputs for a pro-active communication strategy, which will showcase early successes.
- Coordinate with field teams and logistics departments on major procurement related to finance.
- Provide on-going mentoring and training for sites’ leadership team. Assist the RBF sites with the creation of a Quality Improvement team that monitors services delivery, respect of norms and standards of care, and client satisfaction.
- Conduct regular performance reviews for sites, often in collaboration with DDS and relevant field sites staff.


Qualifications réquises

- Master's Degree in a health systems-related discipline, such as public health, health management, public policy, health economy.
- 3 years of experience in implementing or managing projects related health financing, health governance, operations and capacity building in/for developing countries.
- Previous experience in RBF in Haiti is prefered
- Demonstrated leadership qualities, broad technical and management expertise, and experience.
- Strong interpersonal, writing, and oral presentation skills.
- Experience in the Haitian Health system and working with the MSPP preferred
- Fluency in French, with strong oral communication and writing skills required.
- Managerial and operational experience, donor-funded activities involving coordination with multiple program partners and institutions. Familiarity with managing USAID projects and/or performance-based contracts preferred.
- Ability to write clearly, concisely, and descriptively.
- Ability to provide leadership and stability to field staff for program continuity.
- Ability to exercise sound judgment and initiative. Ability to lead groups and provide training and technical assistance to staff and teaching staff.
- Ability to monitor, analyze and evaluate program systems and procedures, making and coordinating appropriate changes. Skill in collecting and analyzing data; prepare reports and maintain records.
- Ability to maintain strict confidentiality. Ability to establish good rapport with other staff, clients, and the general public.
- Ability to effectively speak before a group, the public or community officials.
- Ability to take initiative and work with minimum supervision.
- Must be familiar with common editing software: MS Office Word, Excel and Power Point
- Willingness to frequently travel to sites and other areas as needed
