Introduction

Introduction & Context: The Catholic Sisters Haiti Collaborative for Community Empowerment (the Collaborative) was established in 2021 with the vision to strengthen interrelated programming conducted by member congregations and their partner organizations, and to build a network for shared learning, coalition building, and joint advocacy. The Collaborative comprises six religious congregations who have Sisters ministering in Haiti, including: Congregation of the Sisters of St. Felix of Cantalice (CSSF), Sisters of Holy Cross/Congregation Sainte Croix (CSC), Religious of Jesus and Mary (RJM), Sisters of Charity of Saint Elizabeth of New Jersey (SCNJ), School Sisters of Notre Dame (SSND), and Sisters of Mercy/Mercy Focus on Haiti (SMA/MFOH).

The goal of this project is to partner with Haitian communities in efforts to transform the conditions that impoverish people, with four specific objectives:

1. Improve access to and quality of education and healthcare opportunities in rural Haitian communities.
2. Improve the livelihoods and food security of families living in extreme property.
3. Equip and mobilize communities to ensure that children experience their full rights, including the right to a family and to live in security.
4. Build capacity, networking, and joint advocacy among member organizations of the Collaborative. A detailed logical framework is annexed to this application.


Fonctions

General Description of Role: Working closely with the Project Manager and the focal points of Collaborative members, the Monitoring, Evaluation and Learning Officer will be responsible for ensuring
support for a culture and practice of reliable planning, monitoring, evaluation, learning and reporting for the Catholic Sisters’ Haiti Collaborative program. They will be responsible for working with Collaborative members to ensure that individual projects in their relationship to the joint-program are designed to measure the desired impacts and outcomes of the program. The Monitoring, Evaluation and Learning Officer will be responsible for designing and implementing the overall joint-program M&E plan, as well as assist Collaborative members with designing and implementing project M&E plans, including support with collection, analysis and reporting. They will also provide support in documenting lessons learned throughout the joint-program. The Monitoring, Evaluation and Learning Officer will work closely with the Project Manager, the Collaborative staff and/or consultants, as well as the focal points from each Collaborative member.

Primary Responsibilities
Monitoring and Evaluation Tasks
• Establish the M&E for the joint Collaborative program, that incorporates all key indicators and activities of the joint program, and takes into consideration specific requirements from the donor, based on official grant documentation (POM table, logframe….)
• Implement the M&E plan for the project, manage data collection for monthly, quarterly and annual data from project partners including accessing digital data and organizing to conform with donor reporting templates
• Work with Collaborative members to establish M&E Plan for their specific projects, that includes project-specific baseline, midline and endline evaluations
• Support Collaborative members in designing and implementing appropriate M&E tools and data collection
• Train Collaborative members, their staff on data collection methods (digital and otherwise) and provide regular support.
• Support Collaborative members in the analysis of data, supporting the preparation of M&E reports, as needed/required
• Ensure Collaborative members remain on track with M&E activities according to individual plans, and that process is being made against indicators
• Work with Collaborative members to trouble-shoot/problem-solve when issues arise (this could include additional training, adapting existing tools, creating new tools)
• Alert Collaborative members, the Project Manager of any significant issues related to ability to meet/measure achievement of indicators as per the grant agreement
• Support the Project Manager in preparing narrative donor reports
• Support the Communications staff/consultants in preparing impact stories by providing pertinent statistics
• Manage the external program evaluation process to be completed at the end of the 2-year program period (participate in selection of external consultant, develop Terms of Reference, lead on planning with consultant and Collaborative members, support with document collection, review evaluation report etc.)

Learning
• Support the Project Manager in the organization of cross-learning activities between Collaborative members (both in and outside of Haiti)
• Prepare narrative reports from cross-learning activities
• Document lessons learned from individual Collaborative members and collective member reflection during the course of the program, preparing an interim report and a final report

Other Tasks
• Participate in donor and other partner meetings
• Accompany the Project Manager on project site visits
• Participate in the preparation of other types of reports/documents related to the joint-program and/or individual projects
• Participate in Collaborative Team Meetings, Project Quarterly Report Meetings, Collaborative Steering and/or Management Committee meetings and other important Collaborative events or meetings as requested

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets.
Physical Demands
This role will require frequent travel to project sites.


Qualifications réquises

Qualifications/Profile
? At least three years of experience in direct monitoring and evaluation of programming in Haiti
? Familiarity with health, food security/livelihoods/economic development, education and child protection program, a plus
? Demonstrated experience working with national and international NGOs, as well as community-based organizations
? Proficiency in Microsoft programs including Word, Excel, Outlook and PowerPoint
? Proficiency in statistical software such as SPSS or SAS; Proficiency in qualitative data analysis software is a plus
? Fluency in Haitian Creole and English required
? Strong organizational and communication skills required
? Experience as a trainer/facilitator desired
? Ability to work independently and be self-directed
? Can work effectively with a team, providing guidance and direction to internal staff and external project partners as needed
? Passionate and committed to this work
? Ability to travel to project sites within Haiti as requested with some overnight visits required
? Strong verbal and written communication skills
? Ability to work under pressure and in difficult situations
