Introduction

CARE seeks a Sanitation Governance Lead for the anticipated USAID-funded Financing Climate Resilient Sanitation Systems and Services (SANIFIN) award in Haiti. This procurement is expected to be a five-year cooperative agreement, implemented across multiple communes of Haiti. SANIFIN goals include: increasing earned revenue and profitability of sanitation services; increasing household and service provider access to financing for sanitation services; improved quality, equity, and resilience of sanitation products and services; and increased availability and sustainable management of safe sanitation for underserved households in Haiti. Strategic Objective 1 (SO1) of SANIFIN is focused on strengthening the enabling environment for sanitation service delivery in Haiti, including the sanitation service provision governance framework in Haiti. In line with USAID New Partnership Initiative (NPI) objectives, SANIFIN will work to increase localization, achieve sustainable and resilient results, and catalyze more effective partnering for impact. This position is subject to project award and funding. Haitian nationals and diaspora candidates will be prioritized. . This position is anticipated to be based in Jeremie, Les Cayes, Port-au-Prince, or Cap-Haitien depending on the final award, with a minimum of 30% travel across the project geography.


Fonctions

CARE seeks applicants for a Sanitation Governance Lead to support the CARE-led SANIFIN project. Under the guidance of the Chief of Party, the Sanitation Governance Lead will be responsible for strategic vision and leadership for SO1, including supporting the development of an inclusive governance framework for sanitation service delivery in the target communes that enables and sustains improved access and utilization of sanitation services and products. The post holder will be responsible for providing technical and supervisory leadership on relevant assessments, project activity design, implementation, monitoring, and adaptation, with the SO1 sought outcomes and results. The post holder will be responsible for directly supporting and overseeing SO1 project activities carried out by project field coordinators and partners’ technical staff, with a focus on continuous improvement of the quality of implemented activities.
Together with the SANIFIN Chief of Party and Senior Technical Team members, the post holder will develop and regularly update the project SO1 implementation strategy and approaches including workplans and budgets; as well as participate in sanitation focused coordination mechanisms at local and central levels. The post holder will work closely with partner sanitation service providers, local authorities, and municipalities in the project target geography.
The Sanitation Governance Lead will be responsible and accountable for ensuring that services defined within the donor-approved scope are delivered, including the following programmatic and supervisory responsibilities:
• Serve as the technical and thought lead on developing the private sector and market ecosystem of the sanitation sector in Haiti, including linking the private sector with relevant government stakeholders, and climate- and shock-resilience approaches to utility management and planning.
• Ensure that relevant global and local best practice and innovation related to sanitation governance, enabling environment, and private sector development are shared and integrated into SANIFIN design, implementation, and learning, including equity focused solutions that increase access to women, youth, and marginalized groups.
• Supervise and work in a spirit of collaboration and mentoring with junior-, mid-, and senior-level SANIFIN colleagues to develop, implement, and learn from approaches aimed at achieving SO1 objectives (e.g., technical resources, field tools, standard operating procedures, case studies, learning pieces).
• Alongside other project technical leads, support assessments and benchmarking of performance and financial capacity strengthening needs in the SANIFIN geographic area.
• Lead subsequent development of new coaching and technical assistance models, tools, certification processes, and incentive structures.
• Work in close coordination with sanitation private sector actors along the value chain and relevant government stakeholders.
• Maintain currency with local political trends and shocks in Haiti that may impact SANIFIN approaches and outcomes; develop contingency plans and approaches for ensuring continuity of approaches for SO1 in the event of shocks or emergencies.
• Provide technical support and strengthen capacities of program teams and partners (public, private, non-profit) to ensure project activities are effectively delivered and continually improved.
• Ensure strong linkages and integration with other program components and activities.


Qualifications réquises

• A Master’s degree in water and or sanitation or a field relevant to SANIFIN SO1 objectives (e.g., economics, finance, business, engineering, public or utility administration). A bachelor's degree with 5+ years of additional years of experience may be substituted for a master's degree.
• Minimum eight years of progressive experience in directly relevant roles, preferably in the water and sanitation sector, including at senior level and in Haiti, the Caribbean, or other contextually and operationally similar regions. At least two years of progressive senior management experience, including prior experience managing staff.
• Demonstrated understanding, technical experience, and track record in fields relevant to SANIFIN private sector development and enabling environment objectives.
• Demonstrated experience with developing public-private-partnerships (PPPs) with strong experience in governance and regulatory reform.
• Ability to build relationships with public and private sector actors and quickly establish credibility and relevance.
• Ability to build relationships with and navigate government agencies to identify and work effectively with key decisions makers.
• Strong skills in planning and organization, partnership, influencing and networking, and collaborative problem solving. Proven ability of mentoring and coaching.
• Strong project management and budgeting skills. Strong oral and written communication skills.
• Understanding of principles of participation, gender equity, women’s empowerment, and youth engagement. Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion, as evidenced in previous management positions and programming. Demonstrated commitment to PSEAH (Prevention of Sexual Exploitation and Harassment).
• French proficiency (written and spoken) is required. Professional proficiency in English (written and spoken) is also required. Knowledge of Haitian Creole is preferred or with willingness to learn Haitian Creole.
• Ability to travel routinely within Haiti as required and as security conditions allow.
Additional, Preferred Qualifications:
• Familiarity or experience with the sanitation systems strengthening, with a focus on improving sanitation service delivery and governance, value chain strengthening, and/or sanitation finance.
• Experience in both development and emergency/humanitarian programming, ideally with prior experience with programming in shock- and conflict-prone contexts preferred.
• Familiarity and experience engaging communities, private sector, national and local government on issues related to sanitation services.
• In-depth understanding of gender and social inclusion in humanitarian and/or development programming.
• Strong familiarity with USAID collaborating, learning, and adapting (CLA) principles and approaches preferred.
