Introduction

On January 12, 2010 an earthquake registering over 7.0 on the Richter scale struck the Republic of Haiti killing more than 200,000 people, displacing over a million and affecting a total of 3,000,000. The epicenter of the quake was close to Haiti’s capital city, Port-au-Prince, destroying and heavily damaging homes, schools, churches, and critical infrastructure. The Government of Haiti (GOH) was also devastated by the earthquake, which destroyed most public buildings and records and took the lives of many key staff. All government functions have been significantly affected and it faces tremendous challenges in carrying out the most basic of operations, including providing security and paying government employees.

As part of the post-earthquake response in Haiti, USAID/OTI is working with Chemonics under the Haiti Recovery Initiative (HRI) (Ann Leve Kanpe) to fund short and medium term activities to prevent political instability that would hamper the recovery effort and worsen the humanitarian situation. These activities are aimed at restoring the GOH’s operational capacity and target additional stabilization priorities as they arise. Specifically, HRI is focusing on four components:

1.) Enabling the Government of Haiti to Function
2.) Community Stabilization through Temporary Employment
3.) Enhancing Citizen Participation in Relief and Recovery
4.) Debris Management/Flood Mitigation

HRI is an 18-month project that began on January 17, 2010.


Fonctions

The Chemonics ECC/GIS Specialist will be responsible for assuring that all environmental compliance requirements and documentation for the Chemonics-HRI funded projects are prepared and approved prior to activity implementation. The ECC/GIS Specialist will serve as the gatekeeper for program environmental compliance and a resource to Chemonics-HRI staff members regarding environmental compliance management issues. In addition, s/he will be responsible for taking GPS coordinates of all activity sites and generating maps of HRI intervention areas and others as required. S/he will inform the program development and implementation teams for the Chemonics-HRI of all necessary environmental policies/measures.

The principal tasks to be completed under this SOW are as follows:

• Assist project staff members in the preparation of environmental compliance documentation, including Environmental Compliance Forms, Environmental Management Plans and Reports (EMPR) and Environmental Monitoring Reports (EMR);
• Coordinate environmental monitoring and work with the HR grants manager(s) to assure that required environmental documentation is included in the file for each Chemonics-HRI funded activity;
• Provide periodic briefings to the Chemonics-HRI staff on project environmental compliance requirements;
• Liaise with the USAD/Haiti Mission Environmental Officer and Regional Environmental Officer for the Caribbean as directed by the Chemonics-HRI Chief of Party;
• Collaborate with the Chief of Party, Deputy Chief of Party, Cash-for-Work Manager, Senior Engineer, and Project Development Specialists to select and incorporate the most appropriate GIS-based solutions into project activities and administration;
• Work with the Information Officer to update and ensure the accuracy of GPS data in the OTI Activity Database/Jobs Database;
• Produce high-quality visual tools (e.g., maps and overlays) in order to demonstrate an document project reach to domestic and international stakeholders;
• Other related Environmental and GIS activities, as assigned.


Qualifications réquises

1. University degree required. Background in engineering/environmental sciences strongly preferred.
2. Two years of progressively responsible environmental monitoring and evaluation work experience.
3. Experience with a USAID or donor-funded projects preferred.
4. Ability to multitask and work in a dynamic environment.
5. Knowledge and experience working with GIS and other mapping tools.
6. Experience using mobile GPS units and experience using ArcMap, GoogleEarth, and other GIS software to plot activity intervention areas.
7. Advanced skills in word processing and MS Excel required. Experience with SPSS preferred.
8. English proficiency required.


Conditions particulières

The assignment is estimated as a life of project position, and will begin on or about June 1, 2010. The ECC/GIS Specialist will report to the Senior Engineer. Chemonics may amend the SOW for this assignment in consultation with the employee.
