Introduction

On 12 January 2010, Haiti was severely hit by a magnitude 7.0 earthquake that left an estimated 1.2 million displaced, principally within the capital city of Port-au-Prince, as well as the surrounding region. The level of damage caused to public and private infrastructure has led to the establishment of hundreds of spontaneous displacement sites. IOM, as one of the major humanitarian actors in Haiti, has quickly responded to the needs by implementing a number of programs in support of the affected population.


Fonctions

GENERAL FUNCTIONS
Under the day-to-day management of the International Information Management Officer and reporting to the Senior Information Officer, the National Web Development Assistan will be responsible and accountable for the development and maintenance of website(s) and related products. The successful candidate will liaise with a number of counterparts, including but not limited to, governmental authorities, IASC cluster members, relevant IOM units and other partners.
In particular, (s) he will:
1)Establish, design and manage the IOM Emergency Response website(s) with related products and services, as well as develop website policies and reports;
2)Implement online database systems capable of holding information on the overall progress of IOM interventions and work closely with relevant IOM Haiti units (in particular public information and communications officers and team members) to ensure the website is fully updated, relevant and practical;
3)Prepare guides or user manuals for the operation of the website(s) and provide guidance and training to staff in the use and maintenance of web publishing;
4)Provide technical management and full documentation of all facets of the IOM Haiti website(s), consisting of a comprehensive range of associated web pages to ensure accuracy and relevance;
5)Coordinate, integrate, and manage information submitted for the website. Establish and maintain web site directory structures, configuration files, content files, as well as performance monitoring software;
6)Assist in the development and implementation of overall web policies and procedures and guidelines; 7)Perform any other duty as assigned by the supervisor(s).


Qualifications réquises

Advanced university degree, preferably in Information Systems or Systems Development. Proof of successful university graduation will be required. Training/certification in web/database development, graphic design etc. is an additional advantage.

3-5 years of progressively responsible positions in statistics, preferably with international organizations or national authorities. Experience in emergency relief, humanitarian or development program is an additional asset. Proven ability to successfully interact with key partners is desirable.
Advanced knowledge of web development software, e.g. FrontPage, Dreamweaver ASP.NET, XML/XSL, DHTML, CSS, JavaScript/VB Script and database connectivity tools and methodologies.
Expert knowledge of the MS-Office Suite, database management and image software, e.g. Adobe CS.
Excellent analytical and trends identification skills.
Highly developed ability to work with large amounts of data and multiple requests under pressure.
