Introduction

On 12 January 2010, Haiti was severely hit by a magnitude 7.0 earthquake that left an estimated 1.2 million displaced, principally within the capital city of Port-au-Prince, as well as the surrounding region. The level of damage caused to public and private infrastructure has led to the establishment of hundreds of spontaneous displacement sites. IOM, as lead agency of the Camp Coordination and Camp Management (CCCM) cluster, has launched large scale relief operations in support of the CCCM cluster. In support of the cluster and its initiatives, a number of systems and tools have been developed, most notably the DTM (Displacement Tracking Matrix).


Fonctions

GENERAL FUNCTIONS
Under the day-to-day management of the DTM Information Management Officer and reporting to the Senior Information Officer, the National Statistics Officer will, within delegated authority, be responsible and accountable for the numerical analysis and derivative statistical products of DTM datasets. The successful candidate will liaise with a number of counterparts, including but not limited to, governmental authorities, IASC cluster members, relevant IOM units and other partners.
In particular, (s) he will:
1.Receive and verify the completeness and accuracy of DTM datasets;
2.Perform QA/QC activities to enhance the data quality and liaise with the service provider as needed;
3.Suggest process improvement and QA/QC measures in support of the DTM initiative;
4.Review and modify the DTM questionnaire as requested;
5.Assess the surveying methodology and suggest improvements to enhance data collection, entry and processing;
6.Conduct numerical analysis of the received datasets using standardized statistical methods;
7.Develop relevant products and services;
8.Participate in the development and publication of DTM analysis materials;
9.Liaise with the GIS team in designing spatial products based on aggregate data;
10.Represent IOM and CCCM/DTM in various activitities as needed;
11.Perform any other duty as assigned by the supervisor(s).


Qualifications réquises

EDUCATION / EXPERIENCE
Advanced university degree, preferably in statistics or econometrics. Proof of successful university graduation will be required. Training in survey methodology, sampling and similar fields is an advantage.
Advanced knowledge of statistical software, e.g. SPSS, Stata, SAS or similar.
Expert knowledge of MS-Excel and database management.
Highly developed ability to work with large amounts of data and multiple requests under pressure.
Excellent analytical and trends identification skills.
5-7 years of progressively responsible positions in statistics, preferably with international organizations or national authorities. Experience in emergency relief, humanitarian or development program is an additional asset. Proven ability to successfully interact with key partners is desirable.
