Introduction





On January 12, 2010 an earthquake registering over 7.0 on the Richter scale struck the Republic of Haiti killing more than 200,000 people, displacing over a million and affecting a total of 3,000,000. The epicenter of the quake was close to Haiti’s capital city, Port-au-Prince, destroying and heavily damaging homes, schools, churches, and critical infrastructure. The Government of Haiti (GoH) was also devastated by the earthquake, which destroyed most public buildings and records and took the lives of many key staff. All government functions have been significantly affected and it faces tremendous challenges in carrying out the most basic of operations, including providing security and paying government employees.







As part of the post-earthquake response in Haiti, USAID/OTI is working with Chemonics under the Haiti Recovery Initiative (HRI) (Ann Leve Kanpe) to fund short- and medium-term activities to prevent political instability that would hamper the recovery effort and worsen the humanitarian situation. These activities are aimed at restoring the GoH’s operational capacity and target additional stabilization priorities as they arise. Specifically, HRI is focused on four components:







1.) Enabling the Government of Haiti to Function



2.) Community Stabilization through Temporary Employment



3.) Enhancing Citizen Participation in Relief and Recovery



4.) Debris Management/Flood Mitigation







HRI is an 18-month project that began on January 17, 2010.








Fonctions

The Chemonics Paymaster will oversee all payroll processes for temporary workers under community stabilization grants and activities. S/he will ultimately be responsible for ensuring that the right people are paid the correct amounts. The payroll process involves data collection for temporary workers and the preparation of a payroll file with information on how much each worker is owed. This information is then used to prepare PINs that are delivered to each worker on site by the community stabilization team. Chemonics currently works with a wire-transfer services provider. After receiving their PINs, the temporary workers collect their wages in the branches of the wire-transfer services provider. The Paymaster is responsible for overseeing payroll data collection and preparation as well as for overseeing the work of the payroll services provider.

Tasks:

The principal tasks to be completed under this SOW are as follows:

• Has ultimate responsibility for the payroll process for all temporary employment within community stabilization activities.
• Develops internal payroll processes in close coordination with Program Director.
• Oversees work of the payroll services provider and health care services provider for temporary workers. Anticipates issues, makes recommendations to the Program Director, and proactively solves problems.
• Calculates upcoming financial obligations for community stabilization component.
• Maintains community stabilization activity tracker and develops payroll distribution schedule.
• Supervises preparation of a Payroll File for each temporary worker payout and sends to payroll services provider for processing.
• Supervises PIN preparation and distribution.
• Supervises Program Cashier.
Reporting: The employee will report to the Program Director. Chemonics may amend the SOW for this assignment in consultation with the employee.

Job Qualifications

1. University degree required; advanced degree preferred.
2. Four years of progressively responsible financial management or accounting work experience.
3. Strong working knowledge of MS Excel and ability to manage complex data sets effectively
4. Experience with a USAID- or donor-funded projects preferred.
5. Strong written and verbal communication skills.
6. Demonstrated management capability and experience managing a team.
7. Ability to multitask and manage competing priorities.
8. English proficiency strongly preferred.
