Introduction

Plan, one of the world’s largest children’s NGOs, has been working in Haiti for over 37 years with children, youth and poor communities. Following the 12th January earthquake, Plan Haiti is now implementing a major emergency response and recovery programme in three programme areas – Croix de Bouquets, Jacmel and the North East department.


Fonctions

OVERALL RESPONSIBILITY

Reporting to the Country Director, the Program Director leads Plan Haiti’s overall Program, including Plan’s response to the Haiti earthquake of January 2010. He/she is the line manager for the Senior Program Managers and Senior Advisors for Plan’s programs and interventions in education, health, nutrition, promotion of children’s rights to protection and participation, livelihood and gender-based violence and sexual and reproductive health. He/she ensures that all aspects of the Program are designed, implemented, monitored and evaluated in line with Plan’s Child Centered Community Development approach, approved Plan Country strategy and with best practices in the various sectors.

KEY AREAS OF RESPONSIBILITY INCLUDE

• On-going analysis of the situation of communities, especially children, young people and women in Haiti, especially in Plan’s main operational areas.
• Ensuring timely implementation and quality of Programs
• Planning and monitoring Program activities, and ensuring evaluation and learning
• Line management, supervision and mentoring of Senior Program Managers and Advisors
• Overall supervision of relationships with Plan-funded partners
• Oversight of Program budgets and expenditures
• Preparing modifications, adjustments and innovations in overall programming in response to evolving needs and opportunities
• Liaison, negotiation and building of alliances and partnerships with governmental bodies, other agencies and civil society organizations
• Ensuring preparation of periodic and progress reports on a timely basis for Plan itself, for donors, for Haitian authorities and for coordinating bodies
• Ensuring capacity building of key Plan and partner staff
• Major contribution to Plan’s overall strategy and operations in Haiti
• The Program Director is a member of the executive Country Management Team


Qualifications réquises

REQUIRED SKILLS, QUALIFICATIONS AND EXPERIENCE

• Minimum five years senior experience in large scale humanitarian and development programs, including program strategy development, planning, implementation, monitoring and evaluation
• Strong understanding of a range of development and DRM sectors, including SPHERE and INEE standards
• Demonstrated educational capacity equivalent to Masters level in a relevant field
• Substantial and demonstrated management experience, including demonstrated success in building and mentoring teams, financial planning, monitoring and evaluation and membership of a senior management team
• Demonstrated skills in networking and facilitation
• Commitment to human rights based approaches to development, including commitment to gender equity and to the rights of the child
• Clear communicator, both verbally and in writing
• Fluent English
• Strong working knowledge of spoken and written French (e.g. able to chair meetings in French)
• Creole an advantage
• Proven ability to work effectively and successfully in a cross-cultural context
• Ability to work under pressure, and to live and work in difficult conditions
• Available to travel and stay extensively throughout Haiti
