Introduction

Working in accordance with the overall directives of the Camp Management Officer and under the direct supervision of the Camp Management Coordinator, IOM, Haiti. The incumbent will be responsible and accountable for following activities:


Fonctions

General Functions:

1.Carry out mitigation measures in spontaneous and planned sites.
2.Prepare time schedule and monitor the progress accordingly. Report the supervisor immediately regarding any deviation.
3.Submit weekly progress report to the Camp Management Officer.
4.Recruit local labor contractors for construction works according to the set procedures. This task must be done in close consultation with the Senior Engineer.
5.Plan material delivery schedule well in advance and share it with Camp Management officer and procurement & logistics.
6.Work closely with procurement and logistics assistants in the field to ensure that required materials are procured and delivered to the respective sites in a timely manner.
7.Ensure that the construction is carried out according to the drawing and specification provided by IOM. Record and report any deviation from the original design along with the reasons for the change.
8.Check & certify delivery of material and services and certify contractors’ payment certificates.
9.Prepare final bill for the completed works; prepare materials reconciliation form prior to the certification of the works and thus recommend payments to the contractor.
10.Coordinate IOM Mitigation projects in camps with local government and International/National Humanitarian agencies.
11.Provide necessary information and documentation to the Technical coordinator and Senior Engineer for the preparation of project proposals.
12.Mentor and manage Technical Assistants in accordance with the Technical Coordinator /Senior Engineer.
13.Perform other duties as may be assigned by the Technical Coordinator /Senior Engineer.


Qualifications réquises

University Degree in Engineering. Knowledge and training in local engineering concepts and field construction methodology or equivalent combination of Education.

At least 5 years experience in the construction field; preferably in the Humanitarian Field
Ability to work with minimal supervision and under pressure. Good communication and computer skills, efficiency, flexibility.


Conditions particulières

Excellent knowledge of French, English and Creole. Fluency in all three languages would be an asset.
