Fonctions

*Planning and co-ordination of funding from key institutional donors and with Oxford based funding units for Haiti in conjunction with national programme staff.
*Update and implement funding plans in coordination with Regional Funding Unit and Country Director to optimise income specifically for Haiti.
*Build fund-raising capacity with programme team and training staff on donor relations, proposal writing, reporting, contract management, etc.
*Co-ordinate all funding proposals and reports to donors for the Haiti programme and support country team with the preparation &submission to donors *Identify, assess and approach new donors or funding sources and represent Oxfam as required with donors together with relevant programme staff
*Analyse and provide advice to programme staff on the funding policies and formal requirements of donors*Ensure appropriate contract management of donor contracts in country, including submission of reports, in coordination with CD and RC funding team; ensure compliance with donor requirements and use appropriate Oxfam procedures and systems.
*Coordinate and share information with Regional Funding Unit and PFD/Oxford, attending planning and training meetings as necessary and upholding standards developed by PFD to ensure consistency across the region .
*Undertake routine donor contract administration including maintenance of records on donor contracts and income data in country
*Provide support for the analysis of donor trends, financial and contract information for the region
*Help develop information for induction, funding manuals and other resources for use by the country programme and finance staff, in coordination with Regional Funding Unit


Qualifications réquises

- Experience of raising funds from DFID, EU, ECHO, UN, Northern Governments, multilateral agencies and others – Essential·
-Ability to represent Oxfam to donors and external institutions - Essential·
-Good communication skills – both written and verbal; experience of writing proposals and reports. – Essential·
-In verbal communications is confident and appropriate·
-Has research and analytical skills·
-Good administrative skills and ability to effectively use technology and follow institutional procedures.-Essential.
-Numeracy and budgeting and financial reporting skills. –Essential.
- Works effectively with others in a team situation to achieve fundraising targets - Essential·
-Knowledge of NGO programming in emergencies and/or development - Desirable·
-Organisational awareness – understanding how to get what information and who to keep informed - Essential·
-Ability to coach others on the correct use of processes and procedures - Essential·
-Experience with Oxfam’s programme / development work an advantage·
-Is able to respond to a variety of questions relating to the job internally/externally·
-Effectively manages own time ·
-IT skills: knowledge and experience of MS Office packages (Word, Excel and PowerPoint) essential· Works effectively with others in a team situation·
-Is able to use initiative·
-Willing and able to adapt priorities in order to respond to changing demands·
-Ability to multi-task and work under pressure to meet tight deadlines
- Fluency in English Essential, Fluency in French Desirable


Conditions particulières

- Knowledge or experience of Oxfam's programme work an advantage.
-Travel within the country will be required.
-Willingness to work during unsociable hours
