Introduction


Fonctions

1. Assess sub grant proposal submissions for appropriateness and applicability.
2. Represent CRS in the infrastructure project validation committee (for sub grants).
3. Work with sub grant recipients to ensure that their projects are well executed, practical and community driven.
4. Visit sub grant implementation sites as needed to assure progress, correct and timely reporting and program compliance.
5. Oversee staff development through appropriate training opportunities.
6. Ensure that all partners and other stakeholders understand the vision and the overall strategy of the CRS SYAP Cash/Food For Work component
7. Ensure and oversee proper project management of partner-implemented projects, including sound project design, budget development, and monitoring and evaluation system.
8. Supervise all aspects of program implementation, particularly integration in MYAP projects. Includes close coordination and supervision of program field activities and logistics.
9. Develop SYAP cash/food for Work monitoring and evaluation mechanism, including reporting frequency and format, target setting, etc.
10. Contribute to CRS program integration efforts, participate in integration meetings, and explore programmatic integration with all sectors of CRS
11. Contribute to CRS contingency planning and emergency response.
12. Ensure staff compliance and adherence to CRS Guiding Principles, and rules and regulations




Qualifications réquises

 College degree or equivalent in administration, social sciences, business management or similar concentration;
 Previous management of rural engineering programs a plus;
 3 to 5 years experience working in general management;
 3 to 5 years development program management and reporting experience required;
 Personnel supervision experience required;
 Self-motivation, team playing, strong leadership and interpersonal skills a must;
 Excellent oral and writing capacity in French, Creole and English required;
 Excellent facilitation, communication and animation skills for community level partners and beneficiaries;
 Good understanding of standard computer programs: Windows, Word, Excel, PowerPoint. Outlook;
 Willingness to travel to the field approximately 50% of the time;
 Flexibility and capacity to work under pressure in a fast-paced environment;
 Overtime will be required at times to achieve program objectives;
