PART 1 – JOB DESCRIPTION

1. MAIN PURPOSE OF JOB
As part of the area management team of a Disaster Management Team (DMT), to be responsible for the overall coordination, management and implementation of livelihood project activities in Haiti, including cash for work, seed distribution and recapitalisation grants as delegated by the Area Coordinator.


2. LINE MANAGEMENT / POSITION IN ORGANISATION
 DMT Grade A4
 May deputise for grade A3
 Reports to Area Co-ordinator Lowlands with dotted line management by Area Co-ordinator Uplands
 Line management of project team of 4 Supervisors and 8 Technicians
 Closely co-ordinates with the following members of the senior management team: Programme Director, Deputy Programme Director, Area Co-ordinators and Sector Advisors
 Liaises closely with senior officials of organisations in Haiti


3. DIMENSIONS AND LIMITS OF AUTHORITY
 Approve expenditure on approved operational and programme budgets for which you have delegated responsibility up to £5,000.
 The above is subject to changes in the Disaster Management System.



4. DUTIES AND KEY RESPONSIBILITIES
The percentage figures shown against each heading are only intended to convey a rough idea of the relative size of the various areas within the overall job.

Programme Strategy and Planning (5%)
 Participate with the DMT management team in developing the country strategy and associated programme implementation plans / budgets.
 Assist in communicating mission, purpose, strategic goals and programme objectives among project staff to create mutual understanding and ownership.

Corporate Policies, Management Systems and Procedures (10%)
 Contribute towards the promotion and adherence to Tearfund’s Purpose, Basis of Faith, Core Values and Operating Principles.
 Undertake all activities in accordance with internal management systems, operating procedures and policies, and monitor field-based work to maintain compliance.

Project Cycle Management (30%)
 Monitor the humanitarian situation in the project area, making detailed reports with recommendations to the management team regarding community needs, vulnerabilities / capacities and appropriate responses.
 Within agreed in-country programme strategy, research and propose future projects for consideration by the programme management team.
 Supervise and undertake participatory needs / vulnerability & capacities assessments of affected communities, ensuring active participation from beneficiaries.
 In collaboration with community representative, undertake detailed analysis and design appropriate project interventions to meet identified needs and strengthen local capacities.
 Prepare detailed project proposal submissions (including budgets) for multi / bilateral institutional and private funding.
 Manage and implement project interventions to achieve project outputs and objectives, including monitoring and mid-term reviews in accordance with Tearfund and donor requirements.
 Participate in project evaluations and assist in the analysis of results to assess project impact and effective use of resources.
 Ensure the timely compilation of situation updates, project and monthly narrative reports for field and Head Office management, in accordance with required reporting formats.


Financial Management & Accounting (10%)
 Manage detailed project budgets in fulfilment of specified activities, outputs and objectives.
 Monitor project expenditure and assist in preparing and analysing project financial reports, understanding variances and taking corrective actions in consultation with the Area Coordinator.
 Ensure project monthly cash flow forecasts are prepared and forwarded to the Finance Manager.
 Ensure all project financial reports are prepared accurately and reporting schedules maintained in compliance with donor accounting and reporting requirements.
 In conjunction with the Finance Manager, ensure financial management is undertaken with standard financial systems and policies.

Team Management (10%)
As line manager for the project team :-
 Provide leadership and support to project team to ensure effective management and timely implementation of work plans and budgets.
 Providing supervision, guidance and monitoring.
 Ensure that project staff understand their individual and collective responsibilities for safety and well being.
 Ensure that training in security measures is regularly undertaken to maintain as safe and secure a working environment as possible, in conjunction with the designated Security Manager and the HR Manager
 Assist in monitoring well-being, health & safety of project staff (including food, accommodation, compound management, health & hygiene) as appropriate.
 Conduct regular performance reviews, including 6-monthly performance appraisals, and encourage the personal development of each individual (including personal development plans and the identification of training needs).
 Conduct exit interviews, disciplinary and grievance procedures as required.
 Ensure that staff respect local cultural and gender sensitivities.
 Ensure detailed records are kept and analysis made of work-related injuries, accidents, security incidents and fatalities to project staff.
 Where appropriate provide pastoral support to members of the team.

Personnel Management for the Programme (5%)
 As part of the DMT management team, promote the conditions for effective teamwork and commitment to Tearfund values and operating principles.
 Identify / define project team composition and required personnel competencies.
 Oversee staff planning, recruitment, induction and orientation processes for project staff.
 In conjunction with the Personnel Administration Manager, assist in defining training needs and support the implementation of in-country training & development programmes for new and replacement sector staff.

Spiritual Leadership (5%)
 Responsible for the spiritual leadership of the project team; to support their spiritual well being and encourage adherence to Tearfund’s Christian distinctiveness.
 Lead and participate in spiritual sessions of worship, prayer, teaching and reflection and be committed to the outworking of Tearfund’s Missions, Values and Beliefs Statement.
 Attendance at regular team devotions, away days and retreats.
 Responsible for maintaining your own spiritual development.
 To be committed to actively working and living in accordance with Tearfund’s evangelical Christian beliefs.
In countries where Tearfund needs to employ non-Christian staff, special care will need to be taken to ensure that non-Christian staff are not alienated.

Good Practice and Institutional Learning (10%)
 Ensure that activities are carried out in accordance with Tearfund Quality Standards, signatory codes of conduct and accepted good practice.
 Identify key lessons learnt from project reviews and evaluations and ensure learning is understood and disseminated to field and UK-based stakeholders.
 Encourage learning from project staff and identify case study themes / issues from project experience for analysis, dialogue and possible formulation into emerging best practice and policy.

External Relationships / Representation (5%)
 Build positive working relationships with local communities, district government officials, local churches, UN, NGO and donor representatives.
 Build the capacities of selected local Tearfund partner organisations by providing advice / assistance in coordination with the Regional Teams.
 Attend relevant inter-agency coordination meetings as required.
 Assist in developing collaborative programmes with other agencies and national partners in accordance with country strategy.
 Support external policy influencing (advocacy) activities with relevant district and regional government, inter-government and non-governmental agencies (in consultation with field management).
 Attend relevant inter-agency workshops, conferences and sector coordination meetings as required.
 Keep informed of sector developments and key initiatives.
 Host occasional visits to project sites by interested personnel.


Administration / Programme Support (5%)
 Assist the Area Coordinators and Administrator in defining project accommodation / warehousing and equipment requirements.
 Work with field management to ensure all aspects of project operations are compliant with host country legal, contractual and statutory requirements.
 Maintain an effective filing system for storing project documentation in accordance with Tearfund standard procedures.

Logistics / Technical Support (5%)
 Coordinate with Logistics staff to ensure an adequate level of logistics and technical support to project staff.
 Assist the Logistics Coordinator in defining project transport requirements and ensuring the fleet is regularly serviced and maintained.
 Ensure the Area Coordinator and Technical Logistician are kept informed of all changes in assets, including asset movements and losses in the project area.
 Support the Logistics Coordinator/Technical Logistician in maintaining a commodity inventory management system in the project area.
 Advise the Logistics Coordinator and Area Coordinator on status of telecommunications and information technology systems within project site.
 Advise the Logistics Coordinator on the level of staff familiarity with and correct use of communications protocols (telephone, fax, computers, e-mail, HF / VHF / UHF radio, sat phone).
 Advise the logistics department locally on project material and equipment requirements and agree appropriate specifications, ensuring that such items are requested in good time and with the required information and according to standard procedures.
