Introduction

GOAL’s programmes in Haiti operate in Port au Prince and the surrounding area. The overall goal of the programme is to provide emergency support to families affected by the earthquake in Haiti. The objectives of the programme are to increase access to water and sanitation facilities, to provide safe shelter and non-food items for displaced families and to increase the purchasing power of affected population.


Fonctions

The Community Liaison Officer will be responsible for helping the Community Supervisor implement non-technical elements of the programme, including beneficiary and community participation, assessment, targeting, monitoring and evaluation. The Community Field Worker will be responsible for assisting the Community Manager to ensure the needs, priorities and realities of the intended beneficiaries are incorporated in the design, implementation, monitoring and evaluation of the programme.
Facilitate community mobilisation and sensitization to ensure community participation in project implementation.
Carry out appropriate participatory approaches in selected communities.
Assist the Community Manager and Supervisor with the targeting, beneficiary selection, verification and communication activities.
Implement the agreed system for selection and verification of beneficiaries.
Implement effective systems for the recording, collection, management and use of beneficiary and community data for management and communication purposes.
Implement an effective system of monitoring and evaluating the quality of work from the beneficiaries perspective.
Ensure that the identified needs and priorities of the beneficiary groups are communicated back to the Community Manager on a regular basis.
Provide community support through the implementation of a help desk support system.
Liaise with other partner programmes and associated organisation extension workers.
Facilitate in the training of community actors.
Prepare and submit reports (weekly, monthly) as required by the Community Manager.
Carry out other activities as requested.


Qualifications réquises

Minimum one years experience of working in community development programs
Demonstrated capability in devising and implementing assessments, surveys, monitoring and evaluation tools.
Good, demonstrated skills in information management.
Excellent communication and interpersonal skills. Fluent Kreyol and French with basic English.
Commitment to beneficiary accountability and humanitarian ethics.


Conditions de travail

GOAL est base a Port au Prince. Mais il y a des possibilities d'etre deplacer dans les banlieus.
